Flow Charts

The flowcharts available here are intended to provide an overview of the application process for a variety of permits issued by Development Services. A detailed written explanation is provided at each of the “More Information” links below.

One and Two Family Dwellings – Outright PDF(77kb)
New one and two family dwellings which do not require relaxations or conditional approvals are issued combined Development/Building Permits. The review process usually takes only a few weeks, but times can vary depending on the volume of applications and staffing levels.

New one and two family dwellings which require by-law relaxations or conditional approvals are reviewed in the Director of Planning decision stream. More Information ›››

Director of Planning (DoP) PDF(24kb)
As mentioned above, some one and two family dwelling applications follow the DoP development review and decision process, along with:

    • multi-family dwellings,
    • many small commercial, and
    • most industrial applications.

The added complexity of the projects results in a more involved review. Processing times for all types of applications are reviewed and projected at the beginning of every month. Times may vary according to application volume and staff workload. Current processing times can be found at the Enquiry Centre or by calling any Development Services Department staff. A separate Building Application must be submitted, in addition to the Development Application. Most of the projects listed above would follow the Non-Certified Professional PDF(26kb) process for Building Permits.

Development Permit Board (DPB) PDF(25kb)
The DPB approves development applications which, because of their size, significance, complexity or impact on the community, require the most rigorous review process. The DPB review process includes the preparation of a comprehensive staff report to the Board and, more often than not, a non-regulatory “stamp of approval” from the Urban Design Panel midway through the process. As is the case with DoP applications, processing times vary. More Information ›››
