CHAIR'S REPORT

The Chair advised changes in Community and City Council liaisons: Commissioner Houghton will now be the liaison for Vancouver City Planning Commission, and Commissioner Herbert will be the liaison for the Vancouver Heritage Commission.

GENERAL MANAGER'S REPORT

Park Board related items on Council and Committee agenda this week are 2008 Operating Budget interim estimates, Heather Marina moorage fees, International Village cash in lieu, and 2007 work stoppage financial impact.

PRESENTATION

British Columbia Magazine made a generous donation to the Stanley Park Restoration Project, presenting a cheque for $10,000 from sales of their special commemorative issue on the park published last Spring.

STAFF REPORT

International Village Payment in Lieu
The Board endorsed the recommendations in the City Council Report relating to payment from Henderson Development in lieu of building a community centre space within the International Village development, with these funds to be reallocated: $1,770,000 for the restoration of Andy Livingstone Park artificial playing fields and $330,000 to expand the proposed childcare at International Village. The monies towards the fields meet a significant Board priority.

2009-2011 Parks Capital Plan Preparation
The process and framework for the development of the 2009-2011 Capital Plan were received for information. The Park Board's process runs parallel to the wider City Hall process, ultimately reporting to the City. The public website will be a primary tool to consult with and inform residents, stakeholders, partners and staff. The three year plan is voted on as part of the civic election in November.

Award of Non-Motorized Water Sports Concession at English Bay
Ecomarine Products was granted approval to operate a non-motorized water sports concession at English Bay Beach for 2008-2010, with an option to renew for up to a further three years. The operator offers kayak tour, rental and instruction.

First Tee Youth Golf
The Board received the First Tee Youth Golf report for information. The fun and educational program, which has over 200 chapters worldwide, introduces young people of all backgrounds to the game of golf and the life lessons it teaches. The Park Board is currently in the process of meeting the requirements to establish a chapter for Metro Vancouver.

Financial Impacts from Job Action
Council's report on 2007 Work Stoppage Financial Analysis was received for information. The analysis covers city spending on operations and services during the 12 week strike. The Board passed a Motion that ...given that $3.4 million of the $11.8 million in (overall strike) savings is attributable to the Park Board, that City Council consider returning all or a portion of that $3.4 million to the Park Board to be applied against current loans
