BackgroundSince 2003, the City of Vancouver has been engaged in a planning process to develop a new sustainable, complete community at East Fraserlands – 51 hectares of industrial land south of Marine Way and east of Kerr Street to Boundary Road. Previously home to the Canadian White Pine, ParkLane Homes now owns majority of the land. The East Fraserlands Official Development Plan, approved by Council in December 2006, calls for a predominantly residential community with a variety of housing types with a commercial centre". The new complete community would also include a variety of parks, a community centre, schools, childcare facilities, a riverfront walk, and other public amenities, built in phases over a period of about 25 years. ParkLane Homes submitted a rezoning application for East Fraserlands Area 2 and Kerr Street Properties in May 2009. The application was comprehensively reviewed by City staff, the East Fraserlands Committee, and the community through a planning process and was subsequently approved by City Council on January 21, 2010. The rezoning area comprises of approximately 14.2 ha of land in the western portion of the site. Area 2 will include two neighbourhood parks, a major foreshore park along the Fraser River, an ecological corridor parallel to Kinross Street and a playfield park adjacent to the proposed elementary school. A public plaza will also be built at the foot of Kerr Street. |
