Park Board Plans Public Survey and Research on Dogs Off-Leash in ParksMay 13, 2003 (No. 23) - The Vancouver Park Board has committed $20,000 to review the extent of dog off-leash use in designated and non-designated sites on Vancouver parks. A report on dog management in parks and any recommendations for changes to the off-leash program will be brought to the Board in the Fall of this year. The dog off-leash program began as a pilot project in 1997 with four sites around the city. Since its inception, the off-leash program has been reviewed and modified in response to public input, staff monitoring, and consultations with other municipalities. There are currently 29 sites designated as off-leash areas for dogs. In general, the overall assessment of the program indicates that most sites are working well, based on the level of complaints; however, problems still exist. The purpose of the planned research is to gauge the public's opinion on dog activities in Vancouver parks and gather information on the use of both designated and non-designated sites. The funds for research will be allocated for a public opinion survey and site reviews by staff that will include evaluating frequency and time of use, turf condition, and other impacts.
