Definition:

Sanitary and Storm sewer mains transport sanitary waste water or storm water to a Waste Treatment Plant or Storm Outfall. A combined sewer is an older infrastructure which mixes and carries both effluents in the same pipe. The pipe network will typically deliver all waste to the Waste Treatment Plant except during some rain storms at which time pipe capacity of Combined sewers is exceeded and overflows occur at some storm outfalls. Combined sewers are being replaced by separate Sanitary and Storm sewers at a rate of 1% per year. Over one third of the whole system is separated.
