Definition:

Non-market housing provides rental housing mainly for those who cannot afford to pay market rents or who have needs that are not being met by the market. For the purpose of the non-market housing inventory, non-market housing is defined as housing designed for independent living that is owned by government or a nonprofit/co-op society and where project rents are determined not by the market but are controlled by government through an operating agreement or land lease.
