General Information

This site is to provide information and include policy and procedures to contractors for the opportunity to provide service to the City's Facility Design & Management Department.

Selection Criteria for Prequalification of General Contractors

Vancouver Firehall No. 15

3003 East 22nd Avenue, Vancouver, BC V5M 2Y5

The existing 2-storey plus basement wood-frame Firehall No. 15 at northeast corner of E. 22nd Avenue and Nootka Street was built in 1913. Due to its deteriorating conditions, Vancouver Fire and Rescue Services staff and apparatus have moved to a temporary site within the area. The City decided to retain, restore and re-use the original building and to add a new structure housing apparatus bays at ground level and a 9-car garage at basement. The new firehall, approximately 1,500 square meter floor area in total, must obtain LEED Gold Certificate.

During the current rezoning process, the building is to be designated as “B” category heritage building and the site as protected heritage property under Vancouver Heritage Register.

Some existing materials such as but not limited to interior partitions and exterior stucco and wood siding will be removed. During the demolition, asbestos and lead abatement will be required. The existing building also has to be lifted up for foundation and structural upgrading in order to meet post-disaster design requirements according to the current City of Vancouver Building By-law.

Tender documentation is currently being prepared with tendering scheduled to start in early March 2010.

Interested Contractors must submit:

  • A letter clearly presenting the Contractor’s request to be qualified and consenting to allow City of Vancouver and their representatives to check and verify the information submitted.
  • A brief Corporate Profile.
  • CCDC Document No. 11, latest edition.
  • A list of relevant projects completed in the past five years, including brief description, Client and Consultant references (name, title, and current contact information), and project values.
  • Resumes of staff proposed to manage and supervise the project.
  • A letter from a Bonding Company stating the Contractor’s bonding capability.
  • A letter from an insurance company stating the current policy and the ability to provide for an amount of no less than $10 million dollars Comprehensive General Liability Insurance.
  • In good standing with WorkSafe BC

Contractors’ selection criteria will include but not be limited to the following:

  • Experience within the past five years in the construction of public institutional buildings, valued at not less than $10 million per project.
  • Experience within the past ten years in the construction of firehalls.
  • Experience within the past ten years in the construction of: heritage conservation, delivery of LEED project, hazardous material abatement, and/or building relocation.
  • Experience, in the Lower Mainland, within the past five years in similar scopes as mentioned above.
  • Ability to complete projects on schedule.
  • Suitable project management and supervisory staff for the duration of the project.
  • Satisfactory financial resources including bonding capability.
  • Satisfactory insurance policy.
  • Capacity given workload and obligations for 2010.
  • Satisfactory working relationships with past consultants and clients including City of Vancouver.
  • No outstanding claims or conflicts with the City of Vancouver or any of the project Consultants.

All contractors submitting a request for prequalification consent to allow the City of Vancouver and their representatives to check and verify the information provided in the submission. Reference checks will be kept confidential and will not be reviewed or discussed with the contractors applying for prequalification. Any submission will not necessarily be accepted. The City of Vancouver’s decision on the prequalification of the General Contractors will be final.

Woodward's Heritage Building, Moveable Wall Tender

The City of Vancouver invites tenders from Furniture/Movable wall suppliers for the supply and installation of new demountable partitions to the City of Vancouver offices located on the 5th, 6th and partial 4th floor of the Woodward's Heritage Building at 111 West Hastings Street, Vancouver. The approximate net usable is 17,635 sq. ft.

Request for Proposal from Interior Design Professionals

The City of Vancouver is seeking proposals from qualified interior design professionals for the design of Tenant Improvements at the Woodward’s Heritage building for W2 Community Media Arts Society and Generic Non Profit spaces. The fit out will occur on the basement, ground floor, second floor and fourth floors of the seven storey building.

The selected proponent will fulfil the following criteria:

  • A minimum of ten years experience in commercial office interiors
  • A minimum of five years of experience working on public institutional projects
  • Has worked on government facilities in the past five years
  • Has substantial experience acting as the Prime Consultant coordinating sub consultants for projects with a minimum construction value of $500,000.
  • Has designed commercial offices with an open office environment
  • Experience in designing cafes or small restaurants
  • Experience  with the design of television/radio studios and audio visual equipment and its integration into designed spaces would be an asset
  • Experience in the design of Assembly Occupancy spaces
  • Ability to liaise with City and W2 and Non Profit organizational staff
  • Has a track record of completing projects on time and within budget
  • Experience working with historical structures that effectively integrate technology would be an asset
  • Available immediately to begin work immediately and has sufficient staff to meet an aggressive schedule
  • Experience working with Non-Profit organizations would be an asset
