The City Manager's Office consists of City Manager Dr. Penny Ballem, Deputy City Manager Sadhu Aufochs Johnston and Assistant City Manager Wendy Au. The City Manager delegates tasks to other departments, and can use the resources of these departments for management activities. Vancouver City Hall

City Manager Dr. Penny Ballem

With more than 30 years of experience in senior management positions in the Canadian public sector, City Manager Dr. Penny Ballem has extensive experience in managing large organizations, building relationships across private and public sectors, and collaborating with civic, provincial, and federal levels of government.

Dr. Ballem is trained as a clinical hematologist and has served as the deputy minister of Health for British Columbia, as well as the vice-president of Women’s and Family Health at the Children’s and Women’s Health Centre of BC. She also served as a corporate director for Bentall Capital G.P. Ltd., as well as a senior advisor to RPO Management Consultants.

Deputy City Manager Sadhu Aufochs Johnston

Deputy City Manager Sadhu Aufochs Johnston has extensive experience as a city administrator and leader. For six years he was the deputy chief of staff to Chicago Mayor Richard Daley and served as the chief environmental officer for the mayor’s office, the first position of its kind in United States’ city government, where he pioneered environmental programs, strategies and regulations for the City of Chicago.

Mr. Johnston has a Bachelor of Arts in Environmental Studies and Political Science from Oberlin College and Vassar College, and is a recipient of Crain’s Chicago Business 40 under 40 and Building Design and Construction 40 under 40.

Assistant City Manager Wendy Au

Assistant City Manager Wendy Au has extensive experience working with community groups and senior government agencies in the areas of policy and program development, project management, strategic planning and grant project proposal assessments. Prior to being assistant city manger, Ms. Au was the manager of special projects and a multicultural community planner for the City.

Ms. Au has a degree in communication studies and business administration: human relations from Simon Fraser University and volunteers extensively throughout the community, sitting on such committees as The Law Foundation of BC, Vancouver Foundation, College of Licensed Practical Nurses, Citizenship & Immigration Canada, and Asian Society for the Intervention of Aids.
