Non-Market Operations
The department has three areas of responsibility:
- Housing - directly manages 820 units of subsidized housing in 9 projects for downtown low-income seniors (45+) and singles with disabilities. The housing type ranges from sleeping and housekeeping rooms with shared bathing facilities to self-contained studio and 1 bedroom apartments. In addition, the Division manages 18 units of 2 and 3 bedroom apartments for low to moderate income families in the West End. A 98 unit project for downtown singles is being developed in cooperation with the Housing Centre and BC Housing. Operating subsidies come from senior governments. There are 24 staff who run these facilities.
- Evelyne Saller Centre- a community resource centre located in the Downtown Eastside offers support to local residents that includes a meal service (up to 30,000 meals per month); health services (laundry, showers, de-lousing); recreation (e.g., music, billiards, swimming, summer camp); and financial management services. Operating funds are provided by the City and Ministry of Social Development and Economic Security. The Centre has 14 regular staff.
- Mountain View Cemetery - opened in 1887, the City's only cemetery has 106 acres in several parcels located west of Fraser between 43rd and 31st Avenues with 140,000 interred. Closed since 1986 to sale of plots, the operating deficit is approximately $750,000 per year. A Vision Plan (completed 1998) and Master Plan has concluded that by offering new products and services, the cemetery capacity can double and economic viability can be restored. The Cemetery has 14 staff.
