Study Area and Scope
The study area is the same as the C-3A zoning district boundaries as shown in the map below. The C-3A zoning district
(91kb) was created in the mid-1970s to provide for a range of goods and services, to maintain commercial activities in the area, and to outline where residential uses may be considered.
Due to its linear form, the C-3A zoning district includes a diverse range of communities, building forms and economic activities. A series of six urban design guidelines accompany the Zoning Bylaw to help guide development in each distinct sub-area of Central Broadway. The Central Broadway C-3A Urban Design Guidelines
(2.50mb) are the oldest and most comprehensive of these guidelines.
Central Broadway Planning Program Area

Planning Program Objectives
- Provide enough job space to meet economic needs;
- Achieve an appropriate mix of commercial and residential land uses;
- Plan land use alongside planning for transit. Transit carries employees, residents and visitors to the area, while the area’s employees, residents and visitors provide sufficient demand to make transit feasible;
- Create a great street and vibrant public realm. The public realm, which includes sidewalks, street furniture, trees, public art and more, should be a welcoming and inspiring place to spend time;
- Provide the right mix of public benefits (e.g. heritage, child care, affordable housing);
- Become more sustainable (e.g. explore opportunities for district energy and green buildings, encourage sustainable modes of transportation).
City Council Goals and Priorities
The Broadway Corridor Planning Program addresses City Council’s four priorities:
- Homelessness and affordable housing;
- Strong, safe and inclusive communities;
- Environment and sustainability, and
- Creative capital and a growing economy.
Also, the Program supports Greenest City Action Team goals

- Goal 2 - Climate Leadership: Eliminate Vancouver’s dependence on fossil fuels;
- Goal 3 - Green Buildings: Lead the world in green building design and construction;
- Goal 4 - Green Mobility: Make walking, cycling and public transit preferred transportation options;
- Goal 7 - Lighter Footprint: Achieve a one-planet ecological footprint.
