Timeline

The Central Broadway Planning Program will take place in five steps:
Step 1: Understand the Issues.
- Examine existing policies and regulations;
- Conduct data analysis and identify issues;
- Consult with the community to introduce program and receive feedback on key issues and objectives for the area.
Step 2: Evaluate the Issues and Opportunities.
- Conduct review of C-3A Urban Design Guidelines with attention to urban form, views, parking, and public realm;
- Analyse issues and opportunities based on community feedback and background research;
- Test urban form options from an urban design perspective and then model land use options to advance objectives (accomodate commercial capacity, transit oriented design, sustainability, vibrant public realm).
Step 3: Propose Approaches.
- Refine findings into options and seek community input.
Step 4: Review and Adjust.
- Evaluate recommendations against community input and adjust as necessary;
- Examine public benefits potential arising from development scenarios;
- Draft any necessary regulatory changes (e.g., zoning, rezoning policy, Central Broadway C-3A Urban Design Guidelines), and an approach for evaluating public benefits.
Step 5: Conclude.
- Seek Council approval with recommendations for any necessary policy or by-law changes.
