1. Additions to the Agenda (John)

2.  Pan Visions Debrief (Peter/John)

A community meeting with representatives from all the Visioned communities was held on November 26. Guest speaker Jim Diers, community activist and former director for the Department of Neighborhoods in Seattle, spoke about the value of community activism and involvement in City process and neighbourhood improvement activities. It was a great opportunity to meet with other communities and learn how they are tackling difficult issues and be inspired by all that communities are doing. Jim Diers indicated that it was important to make sure that the community Vision remains valid and is implemented.

3. Gibby’s Field (Dan)

Dan provided the Committee with some updated information on Gibby’s Field and a draft of a letter he will send to Park Board. Dan requested that the Committee review the letter and send comments directly to him by December 13 so he could send the letter before Christmas. In addition, there is a former teacher who is interested in writing a history of Cedar Cottage. The first official sub-committee meeting to discuss strategies and a vision to preserve Gibby’s field will be:

January 11 at 7pm at the Cedar Cottage Neighbourhood House (4065 Victoria Drive)

4. Pedestrian Crossings for Engineering

The Committee identified a few areas of KCC that they feel need additional pedestrian crossings namely, King Edward and Prince Albert and King Edward and Inverness. These sites will be submitted to Engineering for further investigation.

5. Up-date on the King Edward Village Rezoning (Kirsten)

  • Prior to submitting the rezoning application to amend the CD-1 By-law, the applicant presented the proposal to the KCC CityPlan Committee on June 22, 2006. The committee indicated general support for the proposal, provided the City could legally secure a grocery store within the development (see June 22 minutes for more detail).
  • In addition to the requested zoning amendments, staff recommend a further zoning amendment to require a portion of permitted floor area for use only as a grocery store. Furthermore, staff recommend that as a condition of rezoning the developer be required to demonstrate that the Safeway covenant has been discharged or satisfactorily modified to allow for the immediate use by a large grocery store
  • Parking meets the new City standards for developments located near transit, per the Parking By-law — no additional parking is required
  • The developer is offering a Community Amenity Contribution (CAC) in the amount of $250,000. Staff recommended receipt of the proposed CAC as a condition of rezoning and that it be applied to child/pedestrian safety improvements on Windsor Street near Charles Dickens School, which is consistent with the KCC Community Vision, and to the City’s Childcare Endowment Fund to improve daycare affordability in the surrounding area.
  • The report is going to Council on December 12, 2006 and it is staff’s recommendation that it be referred to a Public Hearing — if they do, it will likely go to Public Hearing on January 30, 2007 — the Public Hearing is residents’ opportunity to speak directly to Council in opposition or in support.   • The Committee indicated that it was important to the community to provide childcare to families living in KCC. Ideally, they would have liked a daycare to be added into the development; however, it was noted that there is not sufficient space nor money to provide a daycare facility on site.
  • The Committee indicated that in the future they would like to be consulted on how the City allocates CAC monies.
  • In addition, the Committee indicated they would be extremely unhappy if Safeway were to move back into the site.

6. New Social Service Facility — Youth Employment Centre at the old Motor Vehicle Repair (5435 Victoria Drive) — near Victoria and 38th

  • The services offered are designed to support clients to secure employment and to refer clients to appropriate resources such as Neighborhood Houses, Mental Health services and Alcohol and drug services.
  • Hours of Operation: 8:30am - 5:00pm
  • Number of Outreach staff: 6
  • Number of staff on site: 2
  • Number of clients per year: 200
  • Groups last 3 months and group sizes no larger than 8.

Notification

  • This is a change of use so the application will not go to Council.
  • A notification letter will be sent out to approximately a 2-block radius of the site and residents will have until the beginning on January to send Troy their comments.
  • The decision date is on January 18, 2007.
  • The notification letter will include more information from Pacific Community Resources.

8. Update on Community Activities

  1. MOBY — Memorandum of Understanding is complete. A series of UBC students used the MOBY site as a class assignment and will be presenting their design ideas as to how the playground and greenway sites could be designed and used. Meeting date: Monday, December 11, at the Pacifica Treatment Centre.
  2. Dickens Group — A Christmas Concert was held in the Annex; over 100 people attended and they managed to raise $157.
  3. Mountain View — the community banners are coming along nicely, currently teaching children how to paint the banners. The Mountain View Community will be hosting their annual community meeting on Saturday, January 20, 2007.
  4. KCC Neighbour — the next edition is scheduled to be out on March 15, 2007 and the deadline for submitting articles is January 31, 2007.
  5. Community Policing Centre — there is a new community police officer assigned to the Cedar Cottage area (more details to come).
  6. Dickens School has prepared a commemorative calendar which is available for purchase at the school.
  7. David Chudnovsky is having an open house at his office on Thursday, December 14, from 4-7pm (treats provided).

9. Meeting Schedule

  1. January 11 at the Cedar Cottage Neighbourhood House at 7pm for Gibby’s Field
  2. February 1 at Trout Lake Community Centre
