Kensington-Cedar Cottage CityPlan Committee Meeting
Thursday, May 4, 2006
7:00 – 9:00 pm
Trout Lake Community Centre

Chairperson: John Buckberrough

In Attendance: 10 local residents

1) Additions to the Agenda (John Buckberrough)

2) De-brief on the Anual Community Meeting (John Buckberrough)

The Committee was very pleased with the Annual Community Meeting and commented that the format is an effective way to update the community on projects in KCC. They were very pleased with the number of people that came out and the energy at the event; however, they were concerned that it tends to be the same people who come to all of the community events in KCC and how difficult it is to target a more diverse population base. Suggestions for next year include:

  • relocating the food to where the boards are because there was a lot of food left over
  • provide more mingling time before the formal meeting starts to give everyone an opportunity to read the boards
  • limit the number of boards at the event
  • ensure the boards are up-to-date
  • the speakers should provide more teasers to encourage people to seek additional information — for example if you come and talk to me about this project after, I will tell you more about…

3) Thor Kuhlmann would like to attend the next KCC CityPlan meeting to discuss the proposed DCL's (Kirsten Baillie)

The Committee extended an invitation to Thor to attend the next KCC CityPlan meeting to give a presentation on the proposed DCL's. In addition, the Committee extended the invitation to the Sunset CityPlan Committee and anyone else who is interested in learning more about the proposed DCLs.

4) Safety / Diversity Fair (Chris Taulu)

a. Budget the CityPlan Committee can allocate to the fair
b. Form a committee to organize it
c. Scope of the safety fair

This agenda item was deferred to the following meeting so that Chris Taulu could discuss what was needed for the event in more detail.

5) Update on Community Activities

a.  MOBY

The community garden phase of the project is progressing well and the ground has now been leveled and the fence is nearing completion. In addition, since the garden construction began there has been a significant decrease in the amount of garbage on the site. MOBY has managed to secure the proceeds from Caper's Living Naturally Event for 2007 and those funds are earmarked for the playground. In addition, MOBY is preparing to host a Block Party on Saturday, May 27.

b.  Neighbourhood House - Pow Wow

The Cedar Cottage Neighbourhood House is presenting a Mother's Day Traditional Pow Wow from May 12-14 at Trout Lake Community Centre — an e-mail with more information has been sent out.

c.  Dickens Group informed the group about upcoming events namely:

  • Music in the Park — Wednesday, June 7 at 7pm at Glen Park
  • Keep Vancouver Spectacular — Saturday, May 27 meeting at the ICBC Parking lot at 999 Kingsway 10am - noon
  • Nazarene Scout Environmental Project — the scouts will be painting fish on the storm drains and anyone who is available to help is welcome — Saturday, May 13 at 10am at the Church (998 East 19th — Windsor and 19th)

d.  Mountain View

  • Keep Vancouver Spectacular — Saturday, May 27 from 9-11am meet at Prince Albert and 27th.
  • The Mountain View group managed to secure $8,000 form a Neighbourhood Matching Grant to help replace the hand-made banners along Fraser Street. They still need approx. $27,000 to complete the banners.

** It was suggested that since old bikes often get thrown out during the Keep Vancouver Spectacular Clean-ups that it would be a good idea to contact Our Community Bikes so they could pick up the bikes rather than the bikes being put in the garbage.

e.  Park Board

  • John Hendry Park Master Plan Public Meeting #3 — Wednesday, May 10 at 7-9pm at the Trout Lake Community Centre (3350 Victoria Drive)
  • Next regular meeting of the Park Board is scheduled for 7pm Monday, May 15 at the Kensington Community Centre
  • Park Board will be meeting at Trout Lake Community Centre on July 10 - if anyone wants to speak contact Julie Casnova at 604-257-8451

6) John Oliver Secondary School Seismic Upgrade

May 16, 6:30 - 8:30 pm in the Cafeteria of the high school (530 East 41st) — the open house will present information about building upgrade options identified by a seismic feasibility study.

7) Developments in KCC

There is a development application at 1612 East 18th to construct a new rectory addition to the existing church on the site. It is proposed that access to the parking lot be from both East 18th and the cul-de-sac. If residents would like to voice their opinion on the development they should send a letter to the project coordinator in Development Services.

The Committee inquired about when the street improvements at Kingsway and Knight would be completed?

  • Kirsten will look into that

8) KCC Chair met with David Emmerson MLA

John indicated that Emmerson's representative had contacted him to learn more about projects going on in KCC and indicated that the MLA maybe able to assist the Committee with some of their work. At this time no plans have been made.
