Kensington-Cedar Cottage CityPlan Committee Meeting
Thursday, September 5, 2006
7:00 – 9:00 pm
Trout Lake Community Centre, 3350 Victoria Drive, Vancouver

Attendees: 10 people, with Kirsten Baillie (City of Vancouver, Planning)

1. Kingsway and Knight median

  1. Median from Inverness to Knight construction scheduled for late September.
  2. Will be doing some lane reconfiguration soon and a letter will be sent out to businesses and nearby residents explaining this.
  3. Story stones will be installed as part of the street work this fall.

2. Neighbourhood Centres Program (NCP) will speak to KCC CityPlan November 2

NCP are preparing a report to Council looking at the sequencing of planning in different neighbourhood centres, they would like to come to the CityPlan Committee to outline the work that has been to date and get your feedback on sequencing and implementation.

3. Eco-Density

City staff are currently scoping an Eco-Density program. A meeting with key stakeholders and CityPlan Chairs will be held in the beginning of October to get feedback on the type of issues/questions that need to be addressed. A report will go to Council this fall and public consultation will begin in the New Year. John Buckberrough has been invited and Peter W and Gary G expressed an interest in attending the October meeting.

4. Safety/Diversity Fair Update (Chris / Kirsten)

  1. Saturday Sept 30 — ads placed in the KCC Neighbour and the Eastside Courier (CityPlan Money).
  2. Event will happen at the entrance to the new Broadway and Commercial Skytrain station — space booked, merchants involved, crime game planned, CPC and Police will bring police dogs and horses. There will be booths on the CityPlan Committee, NIST, Graffiti, and CPC etc.

5. Update on King Edward Village

The developer submitted a rezoning application at the beginning of September and City staff are in the process of reviewing the application.

6. Pan Visions — Workshop with Jim Diers

  • November 26 1:00-3:30 at Renfrew Park Community Centre (2929 East 22nd Avenue). A light lunch will be served at 12:30. Please RSVP to 604-871-6126.
  • Jim Diers, former director of Seattle’s Department of Neighborhoods and a strong community activist, will speak about the importance of building community by engaging and empowering local residents. During this workshop participants will develop strategies to involve multicultural communities, develop community ownership and maintain project momentum.

7. New Initiatives

  1. Friends of Clark Park
    A young woman was attacked in Clark Park over the summer; residents have initiated the Friends of Clark Park and are currently working with Parks Board to improve the safety and security in the park.

  2. Gibby’s Field
    A resident from Grandview Woodlands recently learned about the lost China Creek system which surfaces at 1460 East 18th (Gibby’s Field). The land is currently owned by Real Estate services and residents have expressed interest in this area being bought by Parks Board and made into a park. The issue was raised again at the CityPlan meeting and other Committee members were interested in revisiting the possibility of getting Gibby’s field designated as a park.

  3. 25th and Fraser Street
    Residents in the area have expressed an interest in working with other residents to improve the commercial and residential vibrancy of the area. It was suggested that the KCC CityPlan Committee work with Riley Park to address these concerns. Riley Park, South Cambie (RPSC) will likely establish a CityPlan Committee this fall.

8. Update on Community Activities

  1. MOBY — The construction of the community gardens is coming along well — the fence, 32 garden plots and installation of the water lines are complete. Currently MOBY is constructing the cob shed and have set-up times for residents to come lend a hand for as much or as little time as people can spare.

  2. Dickens Group — the Dickens Group

    4th Annual Multi-Cultural Picnic, Sunday Sept 17 from 1-6pm
    McAuley Park — 600 Block of E. 15th Avenue (Kingsway and Fraser)

    Peter informed the Committee that Dickens school is currently being replaced under the seismic program which is good because it is rumored that the budget for seismic upgrades to schools is being reduced.

    In addition, Sandy James just found out that there is money to add greenway treatment to Windsor Street between 16th and 17th.

  3. David Chudnovsky, MLA celebrate on year of serving the Vancouver-Kensington community.

  4. The Cedar Cottage Neighbourhood House is currently engaged in a Strategic Planning exercise to determine what their priorities and direction for the future will be. On Friday October 13 they are holding a session and asking residents what they see as the Neighbourhood House’s role in the community. 9. Update on the John Hendry Master Plan / Trout Lake Community Centre

An architect has been hired to produce drawings for the community centre in three different locations along Victoria Drive. The new community centre will not be built until after the Olympics but they are optimistic that it will be part of the 2011 Capital Plan and the new Olympic ice rink needs to be completed by Christmas 2008. The standard size for a new community centre is 30,000 square feet however the Park Board managed to negotiate for a 34,000-square-foot community centre to replace the Trout lake Community centre.

A Committee member expressed concern that architectural drawings are expensive and there is no guarantee that the new community centre will be funded as part of the 2011 Capital Plan and questioned why the Park Board has chosen to pay for these drawings at this time.

10. Meeting Schedule

  1. November 2 — Michael White, Senior Planner with the City of Vancouver, will be speaking about the sequencing for future Neighbourhood Centres programs and also EcoDensity.
