Kensington-Cedar Cottage CityPlan Committee Meeting

1. Text Amendment for King Edward Village (John)

At the public hearing on January 30, 2007, City Council approved amendments to the CD-1 zoning for King Edward Village. The amendments will allow the addition of one storey (7 residential units) between the 15th storey and penthouse level of the tower at the corner of Kingsway and Knight Street. The overall height of the tower will increase from 16 to 17 storeys. In support of the proposal, the developer has offered to provide a large grocery store (the approved zoning will require 27,000 sq. ft. be used only for grocery store use). The developer also offered a community amenity contribution of $250,000 to be used for pedestrian safety improvements on Windsor Street near Charles Dickens School, and the City’s Childcare Endowment Fund to improve daycare affordability in the area.

2. Annual Community Meeting (Kirsten)

  1. Decide on location and date — The committee decided to host the ACM at Kensington Community Centre on Wednesday, April 11, at 6:30 p.m.
  2. Theme (Anne Roberts) — The Committee discussed the idea of using the upcoming ACM as a means to set priorities for future projects in KCC. The Committee agreed to review the KCC Vision and identify about 5-7 project ideas and then ask the community to prioritize the options. This will be discussed in more detail at the March 1 meeting.

3. New Logo

The Committee reviewed the logo options presented and indicated that they liked the logo with the cottage rooftops; however, they would like to see another example of a logo with Trout Lake in it.

** Note: Due to limited staff resources and limited time for public consultation it has been decided that a logo with only the words “KCC CityPlan Committee” in it will be developed and if the Committee would like to develop their own logo they can commission that work.

4. Allocate money for Projects in 2007

Dickens Multicultural Festival Outreach — $500
Gibby’s Field Workshops — $500
Pan Visions — $500
MOBY — ?
Mountain View — ?
Park Improvements — ?

5. Public Art for Kingsway and Knight (Kirsten)

Three large poles have been erected in the median at Kingsway and Clark. These poles will be used for public art and Kirsten (Planning) is currently in the process of preparing a Call to Artists for proposals for the art works.

The Committee thought the poles were very large and expressed their frustration that public art would not be erected on the poles in the near future.

6. The Property Tax Policy Review Commission

The Property Tax Policy Review Commission that has been appointed by Vancouver City Council is seeking public input on two issues related to property taxes:

  1. How much of the total property taxes collected by the City of Vancouver should be paid by residential properties, and how much by non-residential properties?
  2. What are the issues concerning the year-to-year stability and predictability of property taxes for individual properties, and how can these issues be addressed?

7. New Developments

  1. 960 Kingsway — new 4 storey mixed use building with residential (24 units)
  2. 3482 Knight Street — 2 level side by side duplex
  3. 3699 Windsor 2 new two family dwellings and 3 new one family dwellings

A total of 15 applications for small scale housing under the new zoning have been received to date.

8. Trout Lake Ice Rink Update

On January 29, the Park Board decided to stagger the construction of the Killarney and Trout Lake ice rinks to maximize ice rink availability. Construction of the Trout Lake ice rink is scheduled to begin December 2007.

9. Gibby’s Field (Dan)

The Gibby’s Subcommittee met on January 11, worked on the Vision statement for Gibby’s Field, decided to submit an article to the next KCC Neighbour (which was later submitted), and agreed that holding a neighbourhood workshop about Gibby’s Field was a good idea. The proposed Vision statement is:

  1. Turn Gibby’s Field into a viable community green space
  2. Acknowledge the historical and cultural value of Gibby’s Field
  3. Recognize the urban ecology of Gibby’s Field and enhance its natural features. (This Vision direction was discussed at length and the Committee decided to adopt the statement and discuss it further at the community workshops)

10. Mountain View

  • The recently held annual community meeting was well attended, the discussions focused on strategies to revitalize the Mountain View shopping district (Fraser and 25th area).
  • In addition, the Mountain View banners for the street poles are being worked on and the new Esso station at 25th and Fraser agreed to donate $1,000.

11. MOBY

  • The MOBY website is complete and you can go and see it at: www.myownbackyard.ca/forum
  • Starting to work on the mosaic pathway which they received a Neighbourhood Matching Grant from the Park Board
  • Working with the City to get two large lights installed to light the pathway and get a water meter hocked up.

12. Future Meetings

  1. Location — Trout Lake Community Centre
  2. Meeting Dates
    1. March 1 — will discuss priorities that the Committee can take forward to the ACM
    2. April 11, Wednesday, is the Annual Community Meeting
    3. June 7
