Kensington-Cedar Cottage CityPlan Committee Meeting

3. Gibby’s Field (Dan)

Dan announced that the UBC Community Studio has agreed to help facilitate some community workshops about Gibby’s Field during the months of April-May. The Community Studio is a student-run community service project within UBC’s Landscape Architecture program. The Community Studio does free landscape design for community projects including facilitating workshops for community involvement in landscape designs. The first organizational meeting is scheduled for Thursday, March 8.

Peter indicated that he thinks it is really important that the neighbours who live around Gibby’s Field are involved in the process because it is vital that they feel a sense of ownership over the project.

4. Discussion on Priorities for the ACM

At the last meeting it was suggested that the Annual Community Meeting would be a good opportunity to discuss and prioritize projects that the KCC CityPlan Committee could work on in the following year. However, through discussion the Committee decided that it would be a better idea to develop a series of boards based on themes identified in the Vision. For example, there could be 1 board entitled Greening. The Greening board would outline the KCC Vision directions that relate to greening and the projects that have been completed in KCC. In addition, there would be room for people to make suggestions as to what additional greening projects need to be done. There could also be a map outlining the location of all the projects that have been completed in KCC since the Vision was approved in 1998. Peter volunteered to come up to City Hall to review the boards prior to the ACM.

5. Social Development Plan

The City is conducting a review of the social services operated by the City with the objective of identifying what areas are well served, gaps and strategies for partnering with existing organizations. The objective is to:

  • Develop a set of priority areas to shape social development work in the City of Vancouver.
  • Facilitate and/or partner with other levels of government and the community to develop responses appropriate to Vancouver’s changing needs.
  • Position the City’s contributions appropriately and effectively with other levels of government and the community.

6. Kingsway and Dumfries Affordable Housing

The City of Vancouver, with assistance from the province, has purchased a 36-unit rental apartment building at Kingsway and Dumfries. The City will lease the building to Helping Spirit Lodge Society for 40 years at a nominal rent. The building will be managed by the Helping Spirit Lodge Society and will be operated as social housing for Aboriginal women at risk of homelessness. As the existing renters move out of the building the Helping Spirit Lodge Society will take over the rooms for social housing. The building is already a rental building and there will be no rezoning or any changes to the physical structure of the building. Donna indicated that as far as she knows the Helping Spirit Lodge Society is a well-run organization.

7.New Housing as a result of the Neighbourhood Centres Program

The Committee reviewed the map outlining the location of development applications under the new zones that were implemented as part of the Neighbourhood Centres Program. The location of the new housing types are scattered throughout the area around the Kingsway and Knight neighbourhood centre boundary.

8. MOBY

The MOBY project is progressing well, recently two street lights were erected to light the pathway and the water meter was hooked up so the garden now has water connection to all the plots. In addition, MOBY is holding a series of gardening workshops as follows:

  • March 24 — 10 am to noon on Soil/Compost/Mulch
  • March 31 — 10 am to noon Weeds
  • April 7 — 10 am to noon on Gardening with Cosmic Patterns

Update on any other Community Initiatives

  • John is working to try and get a traffic circle on Windsor between 20th and 21st.
  • Jeff wanted the Committee to know about a new Tai Chi Society that is having their grand opening on Saturday, April 7, at 11:30 am. The Society is located at 588 East 15th Avenue.
The Mountain View group is continuing to work on revitalizing the Mountain View shopping area. They will be participating in Keep Vancouver Spectacular in May this year.
