Kensington-Cedar Cottage CityPlan Committee Meeting

1. Additions to the Agenda (Peter)

The Committee decided that it would be useful for the meeting notes to reflect the first name of all of the participants.

2. Windsor Castle Festival (Mary S.)

The Friends of Windsor Castle is a community group that hosts an annual community block party on June 10th at Windsor Castle. Invitations for the block party go out to over 1500 households bordered by Fraser, Knight, 33rd and 41st. The Friends of Windsor Castle asked the KCC CityPlan Committee if they would be willing to provide some money to support some translation and training sessions for high school students. The KCC CityPlan Committee agreed to allocate $300 to the event.

3. 4550 Fraser Street Development Update (Kirsten B)

The City has received a development inquiry for the C-2 and CD-1 sites located at 4550 Fraser Street. Currently the application is being reviewed by the City and the City is likely to suggest that the developer preserve some of the of rental housing stock on the site. Kirsten indicated that she had heard rumors of the developer talking to residents about their proposed development and wanted to confirm that the City has not granted approval for the development and their will be further community consultation and involvement if the application proceeds.

4. Mountain View Ideas (Michael K)

Bike route-Michael indicated that he has been working on a possible bike route that would run from Queen Elizabeth Park to Boundary Road. The proposed route would be along 28th to Knight Street, down Dumfries to 22nd, then along 22nd to Stainsbury, then along 24th to Boundary Road. The KCC CityPlan Committee agreed that a bike route in this area would be useful and encouraged Michael to contact Riley Park and Renfrew Collingwood (communities that the bike route would pass through) in addition to the Engineering department. The Committee agreed that further community consultation would be needed to finalize the route.

Church/park idea-Michael presented a long range idea for redeveloping the Ruth Morton Church and increasing green space in the Mountain View Community. The Church would to be compensated for the use of their property and their cooperation, and re-invest that capital into structural and exterior improvements in time for the 100th anniversary of the Church in 2012. The land beside the Church that is owned by the Church should be leased, possibly for 100 years, rather than put up for sale to the City. The offices and the house beside the Church would be razed and redeveloped into a modern caretaker residence and public space (meeting rooms?). Outside property would be turned into a mix use of park & garden space, and 4200 block Prince Albert would be narrowed to a single lane for alternating traffic.

The Committee thought Michael had an interesting idea that would require extensive community consultation and they encouraged Michael to talk about this idea with the Church.

5. Lot on the corner of King Edward and Knight Street (Kirsten)

Currently, the lot on the corner of King Edward and Knight Street is being used as a private vegetable garden and Kirsten asked the Committee how important it was to them that this space be converted into a more public use. The Committee clearly stated that this was very important to them and that they felt it was not acceptable that public land was being used as a private garden.

6. Update from the Vancouver School Board on Dickens Elementary (Kirsten B)

Kirsten wanted to confirm that everyone on the Committee had received the letter from the Vancouver School Board dated April 13, 2007 indicating that the small site could not accommodate the growing program needs of ArtsUmbrella and that the school board will be issuing a demolition tender and demolition of the 1913 portion of the school is expected in Spring 2008.

The Committee was very upset with this news because the school is an important heritage building and an icon in their community. The Committee indicated that they would like to have additional information from the School Board as to why the deal fell through and possible alternatives which would preserve the heritage building.

7. Pan Visions Community Workshop on EcoDensity-reminder

8. Public Art Committee for Kingsway and Knight (Kirsten)

The Office of Cultural Affairs (Public Art) is hoping to get a Call to Artists out in the near future and would like to put together a committee to evaluate the merits of different proposals. There is room for 1 or 2 community representatives on the committee. Skills/qualifications that would be an asset are:

  • a person who has done extensive work in the community and is familiar with community values and processes
  • has a basic understating of art and the role of public art
  • be able to commit at least 1 full day to review proposals

The committee thought that Peter Wohlwend, Jeff Nulty and Michael Turner may be appropriate community representatives and agreed that a final decision would be made at the following CityPlan Meeting.

9. Gibby’s Field (Dan)

Dan reported that the Gibby’s Field community picnic will be happening on Sunday May 13th and highlighted some of the outreach strategies the group has been working on (flyers, table and a local plant sale, list serves etc). In addition, Dan discussed with the committee some suggestions for a series of workshops in June. Gibby’s Field has also submitted an application for a Neighbourhood Small Grant.

10. MOBY

MOBY reported that the garden is coming along well and that the ground cover has been planted and seems to be doing well. In addition, a series of cob construction workshops have been scheduled and they are hoping that the cob shed will be completed in the next month or two depending on how many volunteers come out.
