1) Pan Visions Debrief
a. Discussion about Pan Visions event
The committee talked about the various aspects of the Pan Visions event on 18 November at Heritage Hall such as:
- they found the facilitator rushed the small group report outs and would have like to hear more about what was said during the small group discussions
- felt that many of the Pan Visions events have been held at Heritage Hall and would like to move to a different venue
- felt that it was a similar format as to what is usually done with sticky notes and small group discussions
- a few members commented that they did not like the atmosphere at the event because they are interested in working with the City and many of the people there were not
- would like to have had more of a say in the design of the program review
- would like to see more local decision making
- think the Vision implementation Committees need a Terms of Reference
- think that the Vision Implementation Committee needs to develop their own Code of Conduct to ensure if problems arise that they have a means of dealing with it
- would like more accountability over the budget
- need a process to work with the community to implement the Vision
- would like a way so that the community’s priorities could be fed into the Capital Plans
- would like to develop a detailed plan for the community that prioritizes what needs to be done in KCC
b. Think about transition period
- Kirsten indicated that she will be busy working on the Vision Implementation Program review and so would not be able to attend all of KCC’s Vision Implementation committee meetings and the committee needs to think about how they would like to work with Kirsten in the future.
- Kirsten indicated that they were a couple projects in KCC such as the public art and Kingsway and Knight and MOBY that would be useful projects for her to work on.
c. On-line feedback form coming this weekend
- the on-line feedback form will be sent to everyone’s e-mail address between Dec 5-8 and if you don’t get it then contact the Planning Department—please participate!
2) Public Art at Kingsway and Knight
- a local artist has been selected to do the public art for the poles in the median at Kingsway and Knight
- another median will be installed in front of the King Edward Village development and three more public art poles will be installed in that median too
- the Committee requested that the artist come to make a presentation to the committee

Wiki-Peter E.
- Peter explained how a Wiki site works and said he would like to set one up because he thinks it will be a good way for everyone to have access to the same information and discuss various topics
- Peter offered to set this up for the group
4) Update on Norquay Village
- Open House held on Nov 27 and it was well attended with 130-140 people attended
- the intent of the open house was to re-engage people in the process
- the Open house boards will be up on the website in the next few weeks
- the Neighbourhood Centres team is really encouraging people to join a working group which will meet in the new year
- staff is working on developing a series of working sessions and open houses—the schedule for these meetings will be available on the website
5) Windsor Street improvements
Engineering is hoping to start the design work late 2009.
The committee decided to write to the Engineering department that they would like to see the street improvements done as soon as possible since the construction of the new school is now complete.
6) Budget
Anne presented a model for how the committee could set up a system to make decisions around how the committee could use the Vision Implementation communication and outreach budget while recognizing the need for accountability.
7) Dickens Elementary
Kelly reported that unfortunately the playground installation had not happened when it was originally scheduled. The committee is currently trying to ensure that they can get an extension on the money that has been allocated for the playground so that it can be used in the next fiscal year.
8) Loss of Affordable Housing
Confirmed that the KCC Committee had submitted a letter voicing its concern for the loss of affordable rental housing at 4550 Fraser Street. Discussed Little Mountain Housing site—there will be an Art In on December 7 at Little Mountain Housing.

Discussion on the community group Neighbourhoods for Sustainable Vancouver
The committee decided that it no longer wants to be listed as a contributing member because the committee did not have enough time to discuss the various issues that NSV were raising, but wanted to be kept informed of NSV developments. John B agreed to contact NSV and have the KCC CityPlan Committee removed from NSV’s upcoming letter to Mayor and Council.
10) Next Meeting
February 5th, 2009 at Trout Lake Community Centre—Kirsten will book the space.
