Kensington-Cedar Cottage CityPlan Committee Meeting

1) Norquay Village Neighbourhood Centre Program (Kathleen Kern)

A new round of public involvement for the Norquay Village Neighbourhood Centre Program will be launched shortly, with an Open House on November 29, 2008 at Renfrew Community Centre and a series of workshops in the New Year. Leading up to these events, City Planning staff have broadened their research and analysis to respond to community input and ideas, and are meeting now with community stakeholders.  Planning staff came to the  KCC CityPlan Committee to provide an update on the Program's progress and discuss opportunities for participation in its next stages.

City Planning staff began working with the Norquay community in 2006 to plan a Neighbourhood Centre, focusing on Kingsway streetscape improvements, a greening and linkages strategy, and a plan to introduce housing variety.  The Norquay Village study area takes in areas north and south of Kingsway, between Gladstone and Killarney streets.

2) Discussion on the upcoming Pan Visions

The committee discussed some items to be discussed further at the upcoming Pan Visions for example:

  • the Committee budget and possible guidelines for how it could be managed and the type of things the money could be spent on
  • would like a status report on how many of the Vision Directions have been implemented-a measure of success
  • would be interested in exploring how the Community Vision can adapt to changing times, demographics and local needs
  • discussion on neighbourhood change and how do we respond to these changes
  • committees interested in working with staff to figure out the type of work committees could be working on
  • concerns raised about the committee not having an official structure
  • some members noted that there seems to be a lot of mischief makers spreading rumors and resisting change
  • the committee is not representative of KCC and need to attract a broader range of people-young, business owners etc.
  • the committee needs to actively recruit new members
  • interested in establish their community communication networks—like a WIKI site
  • questions raised around what the purpose of the committee is and the need for a clearly defined mandate
  • would like to see a community organizer hired for the neighbourhood

3) Affordable Housing and 4550 Fraser Street

The committee decided to write a letter about preserving the affordable housing at 4550 Fraser Street

4) Nominated Dan F. for the Library Board
