Victoria-Fraserview/Killarney CityPlan CommitteeMeeting NotesThursday, October 22, 2009 Eight (8) VFK members present. 1. Election of new chair: New Chair was chosen to chair future meetings. Previous chair will attend our Nov. 26 meeting and will offer advice and assistance to VFK on an ad hoc basis. Meetings in 2010 will begin in March following the conclusion of the Olympic and Paralympic games (currently set for Thursday March 24, 2010). The 4th Thursday of the month is not convenient for all people and the committee will therefore undertake an email canvas to see if changing the day of the week and perhaps the time, now 7:00 pm to 9:00 pm to 7:30 pm to 9:30 pm might prove advantages. 2. Budget: Invoices should be forwarded to James O’Neill by the beginning of December. Monies can be spent on advertising and surveys. There was wide discussion and agreement that VFK should host an Annual Community Meeting (ACM) Sunday April 11, 2010 at Killarney Community Centre, 2:00 pm to 4:00 pm, the theme of which would include public safety. The following motion was moved by Keith Jacobson, seconded by Abdul Shaikh, that a questionnaire be developed and copies printed before the budget deadline and that the questionnaire will be distributed at the ACM. The questionnaire would have 8-10 questions and would determine the issues important to the community. Advertising for the ACM should be placed in the Courier Newspaper in January, February and March and that the ads be developed and prepaid using 2009 funds. The ads would outline CityPlan objectives and give notice of the ACM. The ACM would take a Town Hall Meeting approach. Speakers from various community organizations, such as Policing Centres, Graffiti Patrols, etc. would be invited to participate. Civic, provincial and federal politicians will be invited. SVSACS and the EFL committee would present reports and displays. 3. Neighbourhood Grants: Deadline for applications is Oct. 31, 2009. The committee must become more proactive in pursuing projects to take advantage of this program should it be offered in 2010. One idea: refurbish and beautify the Champlain Heights Map. 4. SVSACS: A funding proposal has been prepared. It is available at http://svsacs.org/pdf/SVSACSproposal.pdf. The funding proposal may also be accessed via www.svsacs.org. 5. Vision Review: There was a Vision review meeting Oct 14, 2009. City staff still hopes to complete the review by yearend. Spreadsheets compiling Community Vision Directions was distributed. The VFK list is 13 11x17 sheets and has 204 entries covering 113 directions. The intent of the review is to re-shape and improve the program. A revitalized Vision Implementation Program will ensure that we have a liveable, sustainable and vibrant city that supports Community Visions. Some history of the Visions program was discussed at the Oct 14 meeting. It apparently had its origins in the Growth Strategies Act passed by the British Columbia legislature in 1995. The aims of the Livable Region Strategic Plan are listed as follows: In 1995, the British Columbia legislature passed a Growth Strategies Act that gave Greater Vancouver Regional District planners fourteen goals: a. Avoid urban sprawl and ensure that development takes place where adequate facilities exist or can be provided in a timely, economic, and efficient manner; b. Settlement patterns that minimize the use of automobiles and encourage walking, bicycling and the efficient use of public transit; c. The efficient movement of goods and people while making effective use of transportation and utility corridors; d. Protecting environmentally sensitive areas; e. Maintaining the integrity of a secure and productive resource base, including the agricultural and forest land reserves; f. Economic development that supports the unique character of communities; g. Reducing and preventing air, land, and water pollution; h. Adequate, affordable, and appropriate housing; i. Adequate inventories of suitable land and resources for future settlement; j. Protecting the quality and quantity of ground water and surface water; k. Settlement patterns that minimize the risks associated with natural hazards; l. Preserving, creating, and linking urban and rural open space, including parks and recreation areas; m. Planning for energy supply and promote efficient use, conservation, and alternative forms of energy; n. Good stewardship of land, sites, and structures with cultural heritage value (BC Legislature, 1995b). Councillors have passed a motion to facilitate a citizens’ summit series (PDF). 6. Parks: Tecumseh Park: Work continues. Plans call for the playground areaand a connecting path to be opened in early November toallow public access to the playground. The majority of thegrass areas will remain fenced off to help establish the lawn. Fraserview Park: The community participation portion of the process will begin in early 2010.
