Victoria-Fraserview/Killarney CityPlan CommitteeMeeting NotesThursday, September 24, 2009 Eight (8) VFK members present. 1. Recruitment and Outreach: Co-chairs staffed an information table at the Champlain Heights Community Fair June 13, 2009 and at the Killarney Movie Spectacular July 18, 2009. The weather was very good on both days and several people stopped by to view information on CityPlan. Some gave contact information that was passed to James to add to our VFK-list. 2. SVSACS: At their September board meeting, the Killarney Community Association unanimously passed a motion to fund a Feasibility Study for the Seniors Centre for Southeast Vancouver Boomers & Zoomers (adults 55+). The Terms of Reference are still in "DRAFT" form.The final version will be ready next week. For more information please visit the SVSACS web site: www.svsacs.org 3. Laneway Housing: The regulations and guidelines have been approved. A general discussion followed. See page 3 for a summery of key features. Four PDF files may be downloaded from the web site: 4. Tecumseh Park: Information received from David Yurkovich of the Vancouver Park Board. Work is moving along well and is expected to be substantially complete by the first week of November. Significantly more peat had to be removed in theplayground area. The additional peat was spread across the parkand is expected to help keep the field and new paths dry. Some of the new playground equipment will arrivethis week, includingan old tractor that has been modifiedto accommodate kids. When the park is substantially complete, the playground areaand a connecting path will be opened toallow public access to the playground. The majority of thegrass areas will remain fenced off to help establish the lawn. An official opening of the upgraded park will have to wait until spring. 5. Knight & Clark Public Art: City of Vancouver plans to installing a series of public artworks along the Clark-Knight Street corridor between 13th and 57th Avenues. View full details. 6. Vision Review: The process may be moving to a third phase expected in October or November. 8. Neighbourhood Grants: The deadline is October 31. Information follows. Neighbourhood Matching Fund The Arts and Culture office of the Vancouver Park Board is now accepting applications for the Neighbourhood Matching Fund. The Neighbourhood Matching Fund supports projects by neighbourhood-based not-for-profit groups who want to make creative improvements to local public land. It supports projects which actively involve people in developing community and building neighbourhood connections while improving parks or other public spaces. The Vancouver Park Board will supply funds up to $10,000 to match the contribution that the community makes through other funds raised, supplies donated or volunteer labour. Examples of projects are:

Budget: About $7,000.00 is still available, but must be spent by the end of the year. Criteria: communication and outreach costs for community events, meetings, workshops, newsletters, advertisements, surveys, and translation. Other ideas put forward are to use some budget monies for educational purposes i.e. Grant Writing etc., and the purchase of a Tent with VFK CityPlan logo. We could possibility partner with a local organization to do an event, or to piggy back, joining with such organizations as the Neighbourhood House, Killarney Community Centre or Champlain Heights Community Centre that may have fall events that you could put money towards. The money would have to advance the Community Visions, but could help the neighbourhood more generally. 10. Cambie Corridor. The City is soliciting public input on the future development of Cambie between 16th and the Fraser River. 11. Committee Reports: Traffic: The Canada Line is carrying considerable traffic. Several bus routes east of Cambie (49th, 41st) travelling west to Cambie experience congestion and getting on a bus is sometimes difficult. NorthArm Trail: Not much new. See web site: http://vancouver.ca/engsvcs/streets/greenways/city/northarm.htm EFL: Workshop Saturday, Sept. 26, 2009, 9:30-2:30 at the Fraserview Golf Course. Parks: Fraserview Park: Inquiries will be made as to the scheduling of upgrades budgeted in the current Capital Plan. Killarney Park West Field: Community Centre feels space under utilized. All suggestions for use have been rejected by adjacent residents. Ideal space for a community garden. Norquay Park, which is outside VFK boundary but within Killarney C.C. jurisdiction, is in poor condition. The new ice rink will officially open on Friday, September 25th, 2009. One co-Chair announced that she is moving out of the VFK area and will step down as chair of the VFK CityPlan Implementation Committee following the November 26, 2009, meeting.
