3. Neighbourhood Centre Program (NCP) (Michael, Kathleen and June)

The NCP provides for public realm improvements and additional housing varieties around neighbourhood shopping areas as defined in Community Visions. The NCP team will be reporting to Council in November on the sequencing of the remaining 17 neighbourhood shopping area. It is an 18 month process to complete an area. To speed up the process, there will be two teams starting next year, so areas will be done in tandem. A sheet of evaluation criteria for sequencing the remaining centres was handed out. Generally there is a 50% weighting on new housing yield and 50% on potential shopping area improvements. There are two shopping areas in Renfrew-Collingwood. Norquay Village Neighbourhood Centre is currently going through the process and the Collingwood shopping area is scheduled as the 6th pairing.

The team also updated the Norquay Village project as being half completed, with open houses scheduled for November 1 and 2 at Norquay Elementary School, and a survey in early 2007.

2400 Motel will be a separate process and is currently looking for interested participants. A workshop is being planned for October 10 at Norquay Elementary School and a possible open house in late fall.

Eldorado development is still ongoing but not very active.

If the group is interested in the EcoDensity initiative, Michael is willing to come to a meeting.

Action(s): Wesley will send out a message to the R-C CityPlan list inviting residents to participate in the 2400 Motel process and if interested to call June.

4. Moon Festival (Carmen)

Carmen gave some background info about the festival. Lantern-making workshops are still ongoing at the Renfrew Community Centre with classes added to two other days. Everyone appreciates the images, the community effort to this wonderful and very visible event, and the beautiful posters, which has the CityPlan logo on it. The RC CityPlan Committee supported, in principle, the promotion of the event by covering the expenses of the posters and handbills. The request this year is for $1,525.25, which is over last year’s amount, but Wesley was able to confirm that there is enough funds in the Outreach Budget to cover the full amount. The group approved full reimbursement and also noted that future request will be assessed against the current budget.

Action(s): Wesley will submit the invoice of $1,525.25 from Still Moon Arts Society to the City for reimbursement.

5. Updates / Report back

  • Firehall #15 (Wesley)
    • As directed by City Council in July, the concept of the existing firehall incorporated into a new 3 bay firehall is still being designed. When completed, staff will report back to Council the design and associated costs.

Action(s): Wesley will keep the Committee posted with any updates, especially when the report goes to Council.

  • Renfrew Ravine Sub-committee (Ingrid)
    • Blackberry Day was a success. Small group of residents came out to enjoy the local musicians, blackberry pies, tie-dyed shirts. During BC Rivers Day, another small group came out to clean-up, tour Still Creek, and put up bird houses. A Blackberry information panel was created to inform and engage the public. To involve more Chinese residents, Ingrid requested some funds to translate the panel. This can then be printed as an information flyer. The group approved the translation based on Wesley’s estimation of $200.

Action(s): Wesley to have the Blackberry panel translated into Chinese.

6. Possible future projects (Heather)

Future meetings will be set up to discuss what projects that people would like to work on. Some ideas brought forward were: Vanness Avenue, East-side Cross Cut Bikeway, create /retain character homes, tree inventory, other communication i.e. listserves.

Action(s): Wesley to e-mail Committee for additional ideas for future meetings.

7. PanVisions (Wesley)

Jim Diers workshop is coming up and members should sign up.

There may be a possibility to set up a public speaking workshop for chairs of committees for less cost by piggy-backing with a consultant that the City is considering. The group was supportive; more information to follow if it is possible.

Wesley mentioned about Collingwood Neighbourhood House Leadership program as a good and inexpensive way to train Committee members, and this Committee have supported reimbursing members that attended.

Action(s): Wesley will send out reminders of the Jim Diers workshop.

8. Budget (Wesley)

The Outreach fund is budgeted to have $400 remaining at the end of the year.
