Local Procurement Requirements

City Council Direction

On November 17, 2009, as part of the approval of the Northeast False Creek Directions for the Future, City Council resolved

THAT staff amend the [False Creek North] ODP to include a requirement for local procurement in line with the obligations imposed on the developer for the Olympic Village to support businesses and job creation in the Downtown Eastside.

Implementation

It is anticipated that the Northeast False Creek (NEFC) property developers will include, for Council’s consideration, in their rezoning applications a proposal for “local procurement” including purchasing materials, construction labour and training reflecting in line with that achieved through the Southeast False Creek “Community Benefits Agreement.”

The Southeast False Creek “Community Benefits Agreement”

The Southeast False Creek “Community Benefits Agreement” is an informative example of what levels of inner city employment, training and procurement can be achieved. The development of the Olympic Village provided employment and training to inner city residents and local materials and services were sourced, as well. It is anticipated that each developer in NEFC will prepare an “Inner City Community Benefits” agreement appropriate for their proposed development, after consideration of the approach pursued in Southeast False Creek.

Opportunities for Public Involvement

The rezoning of each of the NEFC sub-areas will be guided by the full set of Council approved directions for the future of NEFC and will follow the established City process for public consultation for a rezoning. Interested members of the public will be provided with an opportunity to review plans, attend open houses, advise staff and the applicant on the plans, and to address City Council at the public hearing.

Agencies within the Inner City that are interested in assisting with the development and implementation of Inner City Community Benefits Agreements in Northeast False Creek are encouraged to contact the NEFC developers directly.
