Delivery of Amenities
Q. Will improved public amenities such as parks and community facilities be provided with this plan?
A. Yes
- The proposal includes about $1 million dollars for streetscape and pedestrian safety improvements along Kingsway. Capital Plan funding has already been set aside.
- Builders will pay a Development Cost Levy (DCL) on every square foot of new development. DCLs collected from development help pay for facilities made necessary by growth. These facilities include: parks, child care facilities, replacement housing (social/non-profit housing), and sewerage, water, drainage and transportation projects.
- Developers will also contribute additional public amenities if the Kingsway Rezoning Policy Area option is pursued. For example, the developer of the old Eldorado Hotel is providing a non profit daycare facility, streetscape improvements as well as public art.
- The draft plan proposes a “Ravine Way Green Corridor” to create a linear park following the historic watercourse of Still Creek.
- City programs such as traffic calming, Green Streets, and Blooming Boulevards are available where appropriate.
- Further work on needs and facilities will be completed before a final Plan is recommended to Council.
- The proposed Kingsway Rezoning Area could provide some additional mechanism for amenity delivery in the neighbourhood.
