The finalized tree report has been completed by the Parks Board arborist. The City estimates to be able to save 228 of 249 trees from Alma - Larch, replace 21 trees and add 14 new trees.

West Broadway Street Rehabilitation and Transportation Improvements
On October 19, 2006, Council approved the funding and plans for a major rehabilitation of West Broadway between Alma and Larch Streets. Approximately 20 members of the public addressed Council at a previous meeting on October 17, 2006. Construction of the project is anticipated to begin in January 2007.
A. THAT Council approve the plans for a major rehabilitation of West Broadway,
including paving, sidewalk reconstruction, and the installation of pedestrian and bus
bulges as described in the Administrative Report entitled “West Broadway Street
Rehabilitation and Transportation Improvements” dated September 19, 2006, at a
total estimated cost of $3,650,000, and that Council approve funding from the
following sources:
- That paving, at an estimated cost of $1,000,000, be funded by $1,000,000
from category A1a2 (Arterial Reconstruction – MRN Arterial Streets) in
advance of the 2007 Streets Basic Capital Budget with funding provided from
the 2007 TransLink MRN - OMR annual funding allocation, to permit
commencement of the West Broadway pavement rehabilitation prior to the
approval of the 2007 Streets Basic Capital Budget;
- That sidewalk reconstruction, at an estimated cost of $1,500,000, be funded
by $1,500,000 from category A2b (Sidewalk Reconstruction) in advance of the
2007 Streets Basic Capital Budget with funding provided from the 2006-2008
borrowing authority approved by plebiscite, to permit commencement of the
West Broadway sidewalk rehabilitation prior to the approval of the 2007
Streets Basic Capital Budget;
- That bus and pedestrian bulges construction, at an estimated cost of
$1,150,000, be funded by $515,000 from category A4a2 (Arterial
Improvements – Pedestrian, Transit and Neighbourhood Centres) of the 2006
Streets Basic Capital Budget, by $60,000 from previously approved capital
funding for pedestrian bulges at Carnarvon Street, and by funding be provided
by TransLink and ICBC, subject to their approval
FURTHER THAT subject to 2008 budget review, the Street Operations Maintenance
Budget be increased by $21,000, without offset, for maintenance of new landscaping
areas.
B. THAT staff report back to Council as soon as possible with options and budgets for
sidewalk treatments which:
- Retain a higher number of existing trees through creative design;
- Increase permeability of sidewalks and/or utility strips;
- Allow for future installation and maintenance of large trees;
These options may include pavers, tree trenches and/or structural soil;
FURTHER THAT staff replace those trees that are absolutely required to be removed
with specimens that will match the existing Linden canopy.

Why are infrastructure and transportation improvements planned for West Broadway?
- Aging infrastructure: water and sewer mains are 80-85 years old and need to be replaced
- Need to rebuild the sidewalks for maintenance reasons and to address pedestrian safety concerns including: uneven sidewalks, tree roots heaving up the sidewalks, limited pedestrian visibility due to bushes
- Opportunity to widen the sidewalks at intersections in order to enhance the pedestrian environment and increase transit efficiency
The scope of work will include:
- Sewers: new main between Macdonald and Collingwood, starting at Macdonald and working west.
- Waterworks: Water crews will move in one week behind sewers to replace services from the water main to buildings. Once the utility work is complete, crews will move in and install patches in anticipation of the additional Streets work.
- Streets:
- 2500 and 2600 blocks, Larch to Stephens - new sidewalk south side only
- 2800 to 3300 blocks, Macdonald to Waterloo - new sidewalk north and south sides
- 2800 to 3600 blocks, Macdonald to Alma - street resurfacing
- New corner bulges on Broadway between Larch and Dunbar
- Parks: some tree replacement work between Larch and Stephens and between Macdonald and Waterloo.

Community consultation on the West Broadway Street Renewal Project began in Fall 2005. Staff met with representatives from the business community, residents’ associations and various community groups.
A public meeting was held on May 18, 2006 to introduce the City’s community public art process and to start discussing opportunities along West Broadway. Learn more about the City’s public art program. (Application deadline: October 28, 2006)
