Area Planning & Zoning

Area Planning

Grandview-Woodland has had a number of planning programs from the 1970s onward:

  1. Neighbourhood Improvement Program in the 1970s used Federal funds to improve parks, schools, and social service facilities.
  2. The Grandview-Woodland Area Policy Plan (1979-82) led to the current C-2C/C-2C1 commercial zoning along Commercial Drive, and the RM-4 apartment zoning east of that, which both provide a better control on the quality and appearance of development.
  3. Broadway Station Area Plan (1987) was done because of the first Skytrain line. It resulted in revised zoning and design guidelines for development near the Broadway and Commercial station to address Skytrain impacts.
  4. Design review was introduced for the RT-4 and RT-5 zones (1997) after resident consultation and polling.

As a result of the second Skytrain line and station at Broadway and Commercial, and in keeping with the Kensington Cedar Cottage Community Vision adopted in 1998 for the neighbouring KCC area, a new Broadway and Commercial Precinct Plan was undertaken. The plan addressed streetscape and open space improvements, a retail study, and a review of the various C zones regulations and guidelines.

In 1995, Vancouver City Council approved CityPlan: Directions for Vancouver. CityPlan is a citywide plan that will guide City decisions on programs, priorities and actions through 2021. CityPlan provides general directions for a range of topics and issues in which the City is involved including neighbourhood centres, housing variety and affordability, neighbourhood character, services, safety, arts and culture, public places, economy and jobs, transportation, environment, downtown development, financial accountability, and decision making.[CityPlan & Community Visions Overview]

The Community Visions Program is a component of CityPlan that provides each community with an opportunity to look into its future, determine its needs and aspirations, and set a course that is consistent with CityPlan. Community visioning is being implemented in areas where there has been little or no previous community planning.

Grandview-Woodland has undergone extensive community planning and will not be part of the Community Visioning process. It may be included in a "re-visioning" process in the future.
