In September 2001, Vancouver City Council approved the purchase of the property at 1 Kingsway. In 2002, the old buildings on the purchased site were demolished. In March 2003, the contract for consulting services for the project was awarded to the architectural firm of Busby and Associates Architects.

Principles of sustainability will guide the design and development of this project to create a safe and healthy facility that makes efficient use of resources and leaves the best legacy for the future.
