Overview

The Active Transportation Advisory Committee was approved by City Council on July 26, 2011. On February 28, 2012, Councill approved changing the name to the Active Transportation Policy Council. Active transportation is defined as walking, cycling and other non-motorized modes of transportation.

Mandate

The mandate of the Active Transportation Policy Council is to advise City Council on strategic priorities relating to walking, cycling and all active transportation modes in Vancouver.

Terms of Reference

The Committee advises Council and staff on:

  • Strategic priorities relating to active transportation directions, policies, and guidelines; and
  • The Transportation Plan and Active Transportation Master Plan as they are developed, implemented, and updated.

The Committee advises staff on:

  • The education and promotion of active transportation modes, as well as on partnership opportunities.

Membership

The Active Transportation Policy Council is composed of 15 voting members. The Committee Chair is selected by the members at the first meeting for the Council term of the Committee.

Subcommittees

The Committee may appoint a reasonable number of sub-committees to assist with its projects. Membership may include persons willing to serve who are not members of the Committee.

Subcommittees will each consist of up to 10 members. Optional membership on a sub-committee requires approximately 2 hours time commitment every other month or so. Members are not required to be Committee members, but participation must be approved by the Active Transportation Advisory Committee and a minimum of 4 Committee members are required for Subcommittee quorum.


Subcommittee meetings will not have administrative support from the City Clerk’s office. City staff will take summary notes to document input from Subcommittee meetings that will be provided to members.

The Active Transportation Advisory Committee may have the following subcommittees, subject to approval at the first Committee meeting.

 

    • The Active Transportation Projects Subcommittee

The Active Transportation Projects Subcommittee provides advice to staff on priority walking and cycling and other active transportation projects. The Manager of Active Transportation will determine priority infrastructure and development projects for Subcommittee input.

This Subcommittee will meet a minimum of 6 times a year, or every other month.

    • The Active Transportation Promotion & Partnerships Subcommittee

The Active Transportation Promotion & Partnerships Subcommittee provides advice to staff on the education, outreach and promotion of active transportation modes, as well as on partnership opportunities.

The Vancouver Area Cycling Coalition, BEST and other local and regional cycling and walking organizations are encouraged to attend these Subcommittee meetings. This Subcommittee will meet a minimum of 4 times per year, or quarterly.

Reappointment

Members must re-apply to be re-appointed.

Meeting Frequency

The Active Transportation Policy Council will generally meet either formally or informally on the third Wednesday of the month at 5:30 pm in the Business Centre, Second Floor, City Hall. Five of the meetings (listed below) will be formal meetings with administrative support from the City Clerk's Office.

Time Commitment

Committee meetings will last up to 2.5 hours. A minimum of one to two additional hours a month is spent on e-mail and other correspondence, meetings, networking and promotion. Preparation time for all meetings is required.

Attendance Requirement

Members may miss no more than four consecutive meetings without obtaining Leave of Absence from the Committee. Membership will be terminated following the fourth such absence.
