First Shaughnessy Advisory Design Panel


Overview

The First Shaughnessy Advisory Design Panel was created by Council resolution on January 11, 1994. On December 6, 2001, Council amended the Design Panel's Terms of Reference.

Membership

The First Shaughnessy Advisory Design Panel (FSADP) shall consist of fourteen members. Members shall represent groups and organizations as follows:

  • Four residents of the First Shaughnessy District who are members of the Shaughnessy Heights Property Owners' Association (SHPOA);
  • Four members-at-large who are residents of the First Shaughnessy District;
  • Two members of the Architectural Institute of BC (AIBC);
  • Two members of the BC Society of Landscape Architects (BCSLA);
  • One member of the Real Estate Board of Greater Vancouver (REBGV);
  • One member representing heritage interests who is nominated by the Vancouver Heritage Commission (VHC).

Reappointment

Council motion on November 2, 2006,PDF requires members be appointed to two-year and one-year terms, with the option that a new Council may reappoint the one year appointments for a further one year in the new term, at its discretion. Committee members are eligible to serve a maximum of four years on the Committee.

Time Commitment

Committee meetings last approximately three hours. Members may also serve on subcommittees which are formed from time to time. Preparation time for all meetings is required.

Duties

The FSADP advises Council, the Development Permit Board, or the Director of Planning, as the case may be, regarding significant development and minor amendment applications in the First Shaughnessy District, with a view to preserving and protecting the heritage and special character of the First Shaughnessy District. The FSADP will also advise the Director of Planning concerning the implementation and effectiveness of the approved planning policies, regulations and design guidelines for the First Shaughnessy District.

Quorum

A quorum shall consist of the Chairperson and six members including:

  • four resident members
  • a non-resident member representing the AIBC
  • a non-resident member representing the BCSLA

Reappointment

Council shall appoint each member for a term of two years and may reappoint each member for a second two-year term. A resident appointee, who is the current chair of the FSADP, may be reappointed by Council to a third two-year term. After an absence of one term (two consecutive years), an individual may again seek nomination.

Meetings

The Design Panel shall convene every three weeks to conduct business and review development applications. Additional meetings may be scheduled as circumstances warrant, such as increased volume of development applications, orientation of new members, general business and preparation of recommendations.

Meetings are generally held in the Town Hall Meeting Room, Main floor, City Hall.
