Vancouver Heritage Commission


Overview

Membership and terms of reference for the Vancouver Heritage Commission are prescribed in Vancouver Heritage Commission By-law No. 4800 PDF and amending By-law 7547.

Membership

The Commission consists of 11 members. Each year, five members are appointed by City Council for one and two-year terms. One Councillor is appointed annually by City Council to act as liaison.

Members must be a City elector or GVRD resident for at least 6 months immediately preceding appointment.

Terms of Reference

The role of the Commission is to advise Council on the following matters which may be referred to it by Council from time to time:

  • the need for preserving heritage buildings, structures, or lands which collectively represent a cross-section of all periods and styles in the City's historic and cultural evolution;
  • the costs and benefits of the preservations;
  • the compatibility of preservations with other lawful uses of the buildings, structures, or lands;

and in particular, to make recommendations to Council respecting the designation of heritage buildings, structures, and lands and the demolition, preservation, alteration, or renovation of those buildings, structure and lands.

Reappointment

Commission members are eligible for reappointment. There are no limits on numbers of terms.

Meetings

The Commission generally meets at 11 am, every three weeks at City Hall. Subcommittees are created as required to deal with matters such as signage, historic interiors and the annual Heritage Awards Program.

Time Commitment

Commission meetings last two to three hours. In addition, members may be required to spend three or more additional hours in committee work each month. Preparation time is also required before meetings.
