Overview

The Urban Aboriginal Peoples Advisory Committee was established on October 20, 2011.

Mandate

    • To coordinate Aboriginal consultation to the Vancouver Urban Aboriginal Communities and facilitate decision making on municipal matters engaged in an ongoing process of consultation or municipal issues such as community services, planning and design to regularize the consultation process and create a system of collaborative decision making; and

    • To act as a catalyst to developments for Aboriginal Peoples in the City of Vancouver and as an advisory, liaison and support body to the City of Vancouver, and in particular will provide advice and make recommendations to Council on matters within the City’s jurisdiction on issues of concern to Vancouver Urban Aboriginal Communities.

Terms of Reference

The Committee will:

    • Ensure that effective communication and consultation  of Vancouver’s Urban Aboriginal Peoples play a major role in the efforts of the Committee to fulfill its mandate; and
  • Strive to develop and maintain a positive relationship with other individuals, groups, agencies, organizations, orders of government, etc., who are addressing issues of concern to Vancouver Urban Aboriginal Peoples.

The Committee may, where appropriate and where capacity allows:

    • Assist the efforts of other agencies, organizations, etc., who are addressing issues of concern to Vancouver Urban Aboriginal Peoples;
    • Research, study or investigate areas of concern for Vancouver Urban Aboriginal Peoples in order to develop advice and make recommendations; and

Solicit input and receive advice, recommendations, reports or concerns from individuals or groups addressing issues of concern to Vancouver Urban Aboriginal Peoples, and recommend appropriate action.


Membership

The Urban Aboriginal Peoples Advisory Committee is composed of 12 voting members (7 is quorum) appointed for three-year terms. The Committee Chair is selected by the members at the first meeting for the Council term of the Committee.

Reappointment

Members may be re-appointed.

Meeting Frequency

The Committee is required to officially meet at least four times per year on a quarterly basis, to a maximum of 10 times per year, excluding August.

Time Commitment

Committee meetings last approximately two hours. A minimum of one to two additional hours a month is spent on e-mail and other correspondence, meetings, research and networking. Preparation time for all meetings is required.

Attendance Requirement

Members may miss no more than four consecutive meetings without obtaining Leave of Absence from the Committee. Membership will be terminated following the fourth such absence.
