City announces visioning process for PNE-Hastings Park

The City of Vancouver announced the launch of a community visioning process that will help create a roadmap to guide future plans for the Pacific National Exhibition in Hastings Park.

The visioning process will begin in January 2004, once the City assumes ownership of the PNE, and will continue through July. Senior planner Sue Harvey will lead the visioning process.

"We have been actively consulting the Hastings-Sunrise community and other stakeholders about the future of their neighbourhood through efforts such as the Hastings-Sunrise CityPlan initiative," said Mayor Larry Campbell. "There has also been considerable and important community input in the Hastings Park Restoration Plan completed in 1997. The PNE visioning that gets underway in January will complement and build upon the work already in place and set out a new future for this nearly 100 year old institution."

The visioning process will engage all concerned stakeholders, including the neighbouring community, PNE management and employees as well as residents from across Vancouver to explore opportunities for a new future for the PNE within a park setting.

The initial agreement to hand over control of the PNE from the Province to the City was announced in April. Since that time, other factors have emerged that will influence the future of the site, including the awarding of the 2010 Winter Olympic Games to Vancouver. A number of Olympic events will be staged at venues located on the west side of Hastings Park.

City Council is also considering a request from Hastings Park Racetrack to install slot machines at that venue. This would involve rezoning the site, which would be subject to the usual opportunities for public input and oversight. The PNE-Hastings Park visioning process will also consider how to mitigate any impacts should slots be approved at the track.

Earlier today, the Province of B.C. announced legislation that will enable the City to take over management of the PNE, and also to determine future land uses on the site, effective January 1, 2004. The City is committed to operating the PNE in its current form at least through the 2005 summer fair.
