City of Vancouver Departments

Governed by Mayor and Council, the City of Vancouver is made up of several service groups, departments, special operations and programs, as well as three boards: Vancouver Library, Vancouver Police, and Vancouver Parks and Recreation.

Mayor and Council set policy, budgets and direction to the City Manager. The City Manager is responsible to Council for the execution of Council's decisions and the work of City departments.

Business Planning & Services

Business Planning and Services provides a wide range of internal services and support to Council and other City departments, including the City's corporate business planning and support services, information technology, real estate services, maintenance, security and management of the City's facilities.

City Clerk's Department

The City Clerk's Department provides administrative and information services to City Council, its committees, boards, departments and the citizens of Vancouver. It is comprised of Council Support Services, Information and Administrative Services, Public Access and Council Services, Corporate Communications, Records and Archives, and External Relations and Protocol.

Community Services

Community Services offers a wide range of services to the public, including Cultural Services, Development Services, Licences and Inspections, Planning and Social Development.

Engineering Services

Engineering Services plans, builds, improves, manages, and maintains: water supply and distribution, sewage and drainage, street lighting, traffic signals, streets, lanes, boulevards, sidewalks, bridges, solid waste reduction, refuse collection, disposal, street cleaning and transportation.

Financial Services

Financial Services is responsible for a wide range of financial services and support to Council, citizens, affiliated organizations and other City service groups. Its services include budget, financial policy and projects, risk management, SAP business support, supply management, treasury, payroll, revenue billing and collection, general accounting and consulting.

Fire & Rescue Services

Vancouver Fire and Rescue Services responds to emergency and non-emergency incidents throughout the city. It is responsible for educating the public regarding fire prevention and emergency preparedness.

Human Resource Services

Human Resource Services is responsible for employee and labour relations; employment, staff and organization development; employee health, safety and rehabilitation; and compensation and benefits.

Legal Services

Legal Services is responsible for collections, Land Title Office work, conveyancing, bankruptcies, secondary suites and film licence agreements, as well as advising the City, its Council, boards, officials and staff regarding legal issues.

Olympic and Paralympic Operations

Olympic and Paralympic Operations is responsible for coordinating the City's partnership with VANOC and other Olympic and Paralympic partners. It works closely with departments throughout the City and assists in various aspects of Games planning, preparation and operations.
