Emergency Social Services (ESS)

Emergency Social Services provides for the various needs of evacuees in a disaster or emergency situation. Services include food, clothing, lodging, personal services, registration and inquiries for evacuees, as well as other specialized needs. It is also the role of ESS to set up and manage reception centres and shelters for people in need.

1st Steps to Becoming a Volunteer:

1. Sign up online to become a new ESS Volunteer.

2. Register and attend an Introduction to Vancouver Emergency Volunteer Program session to learn more about volunteer opportunities and to register with a volunteer committee.

Vancouver Emergency Program Volunteer Opportunities:

Vancouver's Office of Emergency Management is currently recruiting volunteers for Emergency Social Services (ESS), Amateur Radio (VECTOR) and Public Education (NEPP). Through these volunteer opportunities you can put your skills to work to assist those who have been impacted by an emergency or disaster. Training is provided for all volunteer programs. For more information about these programs please visit vancouver.ca/nepp, vectorradio.ca or attend one of the Introduction to Vancouver Emergency Volunteer Program sessions.

ESS: When disaster strikes, ESS volunteers will be relied upon to assist evacuees by providing short-term assistance to those who have been displaced.
NEPP: Instructors are trained to teach Vancouver residents how to be prepared for any type of emergency or disaster they may be faced with.
VECTOR: Volunteers are trained amateur radio operators who fill roles in our Reception Centres when regular lines of communications are down.
