Projects and Development

As part of an interdepartmental team, coordinates the planning and construction of major development projects; provides liaison services related to Engineering Services that enhances community stewardship.

Engineering Human Resources and Safety

Provides employee relations and human resource program development. Grievance handling/resolution as well as supervisory training. Oversees development and implementation of the Occupational Health and Safety Program. Also provides liaison role with WCB to ensure compliance, claims management and development of return to work programs for disabled workers

Land Survey

Performs all City legal survey work; maintains City benchmark and control monuments; and ensures City maps are based on the most up-to-date records from Land Titles Office. Handles all matters pertaining to rights of way, request for the purchase of portions of streets and lanes, matters related to building encroachments and indemnity agreements held by the City.

Infrastructure Management Strategy

Implementation of an Infrastructure Management System, which will provide better tools for customer request handling, Asset Management, Work Management and Project Planning.

Sustainability Group

Administers the activities of the sustainability office, which is a corporate wide resource for investigating and initiating more sustainable practices within the City and more broadly in the community in relation to the City's Greenhouse Gas Reduction Plan.

Information Services

Provides network and computer support, application development, mapping, geographic information system development and microfilming.

Materials and Rubble Operations

Inspects contracts, utilities, building sites, and pavement condition; and reviews tenders and specifications. Also oversees efficient management of excess excavation materials.

Yards and Operations Administration

Manages departmental property and buildings; provides Yard security; coordinates Engineering Services' safety programs; and provides driver and equipment training.

Equipment Services and Shops

Manages and operates the Manitoba and Cambie Yard gas stations and provides on-site fueling; manages and operates City vehicle and equipment maintenance garages. Provides on-site repairs and servicing of vehicles and equipment whenever practicable; and, at Manitoba shops, provides manufacturing and repair services (blacksmithing, machining, woodworking, steel fabrication and welding) to the City, "outside boards," commissions and municipalities on a tender basis as requested.

Streets Division

Streets Administration and Graffiti 604-873-7370 Administers boulevard encroachment and streetscape issues; coordinates Engineering Services' input to all development permits and rezoning applications; controls street occupancies by developers working on adjacent private property; assists and regulates street usage (street vendors, sidewalk cafes, etc.). Administers the graffiti prevention program.
Utilities 604-873-7288 Manages the use of the City streets by utility companies, plus provides direction and assistance to those companies on how, where, and when they can occupy the streets.
Streets Design and Local Improvements 604-873-7893 Carries out detailed design and coordinates construction or reconstruction of the City street system; manages contracts; estimates costs for Streets Capital Projects and plans new construction and infrastructure renewal. Administers the Local Improvement Process.
Streets Operations 604-871-6200 Maintains and constructs City streets, lanes, and walks; and clears snow and ice. Administers design, reconstruction and major repairs of all City structures on the street system such as bridges, retaining walls, bus shelters and railway crossings.

Transportation and Electrical Division

Strategic Transportation Planning 604-873-7336 Plans long range transportation needs including plans for transits, arterial streets and goods movement; monitors Transportation Plan follow-up; and provides transportation development services.
Traffic Management 604-873-7393

Manages transportation on the arterial streets including, traffic signal design and operation of the computerized traffic signal system, pedestrian safety measures, traffic control advice for temporary street and lane closure related to construction, curbside regulations and turn regulations, truck and motorcoach routes, and data collection on pedestrians, bikes and traffic.

Greenways and Neighbourhood Transportation 604-873-7320 Encourages walking and cycling through the development of the City’s networks of Greenways, cycling, and Blueways facilities, and by promoting the use of these facilities. These facilities often include pilot projects showcasing creative design solutions, the trial of specialty materials and innovative street designs. Enhances the livability and safety on local neighbourhood streets by developing neighbourhood traffic calming plans and involving residents in programs such as Green Streets. Creates a safe pedestrian environment for school children by managing school and playground traffic-safety issues in consultation with the school community (staff and parents) and the Police.
Traffic & Electrical Operations (includes Radio Shop and Street Lighting Operations)

Maintains and constructs City electrical, communications and traffic control systems. The Radio Shop provides procurement and maintenance to radio systems. Street Lighting provides street and lane lighting for the safety, protection and comfort of residents and businesses.

Parking Management 604-871-6655

Manages on-street parking spaces (including meters, Resident Parking Only and Permit Parking Only) to meet policy guidelines; and administers off- and on-street parking resources by conducting parking studies and developing parking by-laws. Also Reviews the transportation design and impact of developments, including rezonings.

Parking Operations and Enforcement 604-257-8726

Manages the City's on-street parking operations through Parking Enforcement, Coin Collection and Meter Maintenance. Parking Enforcement is responsible for ensuring compliance of several by-laws related to parking, the Abandoned Vehicle Program, the City's towing contractor and two impound lot operations. Coin Collection is responsible for collecting revenue from parking meters on city streets. Meter Maintenance is responsible for the installation and maintenance of parking meters.

Olympic Transportation 604-871-6440

Manages developing and implementing transportation strategies with VANOC and other relevant agencies for the 2010 Games and related events, for all transportation elements, including motor vehicle, bicycle and pedestrian movement, public mass transit, parking, street restrictions and enforcement

Rapid Transit Office 3-1-1

The Rapid Transit Office facilitates development of rapid transit projects within Vancouver. City staff work with the agencies designing and building these projects to help ensure that the needs of Vancouver residents and businesses are heard and addressed.
