Standard street improvement

Prior to 2002, all street improvement projects in the City of Vancouver were improved with concrete curbs, gutters and asphalt pavement. However, alternative methods of street improvements are being considered that would not only benefit the owners but be environmentally responsible.

As part of a standard street improvement project, trees are planted where appropriate. Furthermore, bulges are also constructed at the intersections to reduce the crossing distance for pedestrians, increase green space as well as encourage the reduction of vehicular speeds. Where appropriate infiltration bulges would be introduced.

The pavement thickness varies and is dependent upon the zoning of the area as well as the type of usage expected. Generally, in residential areas the pavement thickness is 50 mm, in commercial areas 140 mm and in industrial areas the thickness is 200mm.

Improvement Charges

Owners are assessed for part of the overall cost of street construction. The City also contributes towards the overall cost as well. The amount varies depending upon the zoning of the area. The costs for street improvement projects can be paid in a lump sum or it can be carried over a 15 year period.

The amount each property owner contributes is based upon the assessable length of their property multiplied by the flat rates listed below. Usually the assessable length is the frontage length of the lot. However, there are lots that are unusual in shape and may be eligible for equitable adjustments.
