Sidewalk Reconstruction

The City's sidewalk reconstruction program addresses concerns of aging sidewalks in commercial or high pedestrian usage areas and their effects to the City's infrastructure.

Aging sidewalks that are failing, especially in commercial areas are a potential hazard to pedestrians. Other sidewalk hazards include settlement, or tree roots heaving sidewalks. To reduce these trip hazards in high pedestrian usage areas, the City would reconstruct the sidewalk at no cost to owners where the City deems appropriate.

Cost of reconstruction of old sidewalks where it is not considered a hazard but reconstructed for aesthetic reasons would be shared on a 50/50 basis with the benefiting owners.

The reconstruction program has been very well received since it began about 20 years ago.

Scope of work

Reconstructed sidewalk
  • removal of existing walk between the back of curb and the property line
  • grading and preparation
  • install a front filler walk
  • install regular broom finish walk on remaining area
  • plant trees where appropriate

Improvement charges

Owners are assessed for this improvement based on the area of sidewalk adjacent their property. The overall cost is shared between the owners and the City on a 50/50 basis. The costs for sidewalk reconstruction improvement projects can be paid in a lump sum or carried over a 15 year period.

The amount each property owner contributes is based upon the assessable length of their property multiplied by the flat rates listed below. Usually the assessable length is the frontage length of the lot. However, there are lots that are unusual in shape and may be eligible for equitable adjustments.
