New sidewalks

City Council has recently adopted a broad policy to complete the sidewalk network to include sidewalks on both sides of the streets based on the following priorities.

• transit routes
• arterial streets
• pedestrian collector streets
• higher zoned streets
• local residential streets.

Council also adopted a policy to expedite completion of the sidewalk network on transit routes by 2007 and both sides of arterial streets by 2009.

The changes consider sidewalks a priority and the rights of pedestrians are recognized over the wishes of property owners where there is a lack of sidewalk.

Sidewalks are an important component of the City's infrastructure. As such, Council will be directing staff to pursue the completion of the City sidewalk system.

New sidewalks are acquired by circulating a petition or the City can initiate the sidewalk improvements. Cost for this work can be carried over a 15 year period.

Scope of work

• clearing and removal of all encroachments along the sidewalk alignment
• grading and preparation
• construct a 1.5m walk
• restore boulevard adjacent new walk

Improvement charges

Owners are assessed for part of the cost of construction of the sidewalk. Along with the recent changes in policy, Council has significantly reduced the cost to owners to encourage support for sidewalk projects. The costs for sidewalk improvement projects can be paid in a lump sum or carried over a 15 year period.

The amount each property owner contributes is based upon the assessable length of their property multiplied by the flat rates listed below. Usually the assessable length is the frontage length of the lot. However, there are lots that are unusual in shape and may be eligible for equitable adjustments.
