
Speed humps are an effective means by which to reduce vehicle speeds on local streets.
In November 1999, Council approved an annual speed hump installation program that identified the highest ranking local residential street segments for speed hump installation.
In February 2008 Council approved a revised ranking system for the Speed Hump Program that gives a greater weight to higher speeds relative to higher traffic volumes and streets adjacent to elementary schools.
The process for selecting the eligible street segments for speed humps involves identifying priority locations using resident feedback and traffic data, conducting a follow up speed check at the location and using an objective ranking system.
The City's speed hump program deals with speeding issues on a 'worst-first' basis. Approximately 20 or so locations with a documented speeding problem that are on top of the list, will have the City petition those residents to see if speed humps are supported by at least 50% of the respondents in a formal survey.
As part of the City of Vancouver's annual program for installing speed humps, we conduct site visits to measure speed and volume on local residential streets on a request basis. If you are interested in a review, some additional information we require is to know what hundred block your street is on (ie: 1900 block east 53rd) and also the time of day that you feel is the worst time for speeding. This information allows us to gather the data for your street at an appropriate time which will allow us to prioritize the many locations in the City that are brought to our attention. The highest priority locations that are supported by at least 50% of the responded residents are included in the annual implementation plan.
Speed humps on the street are strictly regulated, require Council approval and they are funded by the City's Annual Speed Hump Program.

Speed humps in back lanes are a separate issue from speed humps on the street. Laneway speed humps are considered a local improvement and they are funded entirely by the adjacent residents.
