Development is defined in the Vancouver Charter as “a change in the use of any land or building, or the carrying-out of any construction, engineering or other operations in, on, over, or under land, or land covered by water.” The City explains development more clearly at Development Services.

One and two family dwellings
One and two family dwellings would be a single building with one or two habitable self contained living units. Single family homes in Vancouver can also accommodate a secondary suite which is generally used for family or rental. read more...
Laneway housing
A laneway home is a small house (500 – 750 square feet) built on a single family dwelling sized lot (RS-1 or RS-5). These buildings occupy the footprint of the allowable garage space for the lot. For more info see laneway housing.
All other buildings
Generally any type of building other than a laneway or 1 or 2 family dwelling goes through a different application process.
