Development of all other building types
Generally any type of building other than a laneway or 1 or 2 family dwelling goes through a different application process than 1 &2 family dwellings or laneway housing. The initial application is made with the Development Services Group and is pre-screened to ensure the application can move ahead. Engineering Services, including Sewer and Water Design will contact you directly to further discuss your servicing needs. A signed and sealed set of Mechanical plans will be required to process your sewer permit. It is not uncommon for some back and forth between the Mechanical consultant and the City sewer representative before finalizing a location for your services.
All new buildings must apply for sewer and water connection permits. This application process is part of the overall procedure for receiving your development approval and permit from Development Services.
Application process
- Submit development application to Development Services Group
- Applicant or designer will receive a request from the Sewers and Drainage Design Branch requesting the proposed sewer service locations.
- Submit Site Plan?
Your proposed mechanical design should show:
- The proposed invert elevation of both the sanitary and storm lines at the property line in geodetic datum. The inverts of both pipes must be the same with a typical orientation of the sanitary service being to the left of the storm service when facing the property from the City sewer mains.
- The proposed property line offset from the nearest property line e.g. distance (m) east of west.
- The proposed pipe sizes for both the sanitary and storm line.
- The pipes should be spaced no more than 0.45m apart centre to centre unless the City requires the installation of a new manhole
- All non City service must be installed a minimum of 1.52m from all proposed City services.
- All proposed non City service should be shown on your plan.
- Receive letter of approval and fee schedule by mail.
- Come to the 5th floor at 507 W Broadway, M-F 8:30 am – 5:00 pm to pay fees and receive permit.

The City of Vancouver shall provide sanitary and storm connections to the property line. Prior to installation of the drainage/plumbing systems, the contractor must confirm sewer locations, invert elevations, and restrictions as stated on the Application for Public Sewer Connection. Failure to do so may cause delays and additional costs. Contact the City of Vancouver Sewers and Drainage Design office through a citizen service representative at 3-1-1 for assistance.
