Questions and Answers No. 1, issued March 19, 2007
Q1 |
Appendix 6 outlines the options explored for the realignment of Granville Street. During the study of the street were there any guidelines prepared, beyond the routing alignment of the street, that are intended to influence the design of this project? Or do the original consultants play a role in reviewing the work in this phase? |
A1 |
No, the successful proponent will present a preliminary design based on Schedule A. The details that will create the theme/feel of the design will come from internal and external stakeholder meetings and workshops. The original consultants that were part of the study do not play a role in the design review. They were retained only for the study. |
Q2 |
The capital plan indicates that there is a budget of $11million carried for the reconstruction of Granville street. Is that the budget for the entire corridor including the roadway? If so what is the portion of that budget allocated for the work covered under this proposal? |
A2 |
Yes, there is a budget of $11 million carred for the reconstruction of Granville Street. No set budget amount has been allocated to either the consultancy or the construction work under this RFP. |
Questions and Answers No. 2, issued March 20, 2007
Q1 |
Is it the City's intention to treat Granville Street as a streetscape that generally is integrated with existing design guidelines for the Downtown, such as broom finished concrete with exposed aggregate banding, or to explore a special and contemporary concept that is developed specifically for Granville Street? |
A1 |
Not necessarily. Design(s) should encompass safety, practicality, maintainability while having a welcoming feel and celebrating the uniqueness of Granville Street. |
Questions and Answers No. 3, issued March 22, 2007
Q1 |
It is noted that testing is to be included in the fixed fee proposal for this project. Because there have been no material selections at this time it is difficult to determine the extent of testing required. Will you delete this requirement from the fixed fee proposal? |
A1 |
No material testing is required. The street design and structure specifications for the base and sub-base materials will be provided by the City. Schedule A of this RFP includes surface material selection only. |
|
The proposal does not indicate the need for an engineer. Are we to assume that all utilities are to the responsibility of others ? Will there be engineers to coordinate with to move manholes or other services if required? Also will there be electrical engineers to coordinate with for lighting selections or are we to have an electrical engineer on our team? |
A2 |
Yes, other City engineering branches that have upgrades will be constructed prior to the street construction, therefore all utility relocations that may be required can be coordinated wiht the respsective City engineering branches. Lighting will also be coordinated with City's street lighting branch. |
Q3 |
Is the preparation of demolition drawings part of this proposal? |
A3 |
There will be no demolition drawings, the street design drawings will encompass all information pertaining to the excavation and tree removal. |
Q4 |
Will the starwalk be incorporated into the new design for Granville street? |
A4 |
Yes. |
Q5 |
In schedule A item 7.0 you indicate that phase III is for a duration of 4 to 8 weeks, is this what was intended? |
A5 |
No, please see Amendment #1 |
Q6 |
Is it intended that the existing street furniture is used in the redesign? |
A6 |
Not necessarily, other avenues can be explored upon City approval. |
Questions and Answers No. 4, issued March 27, 2007
Q1 |
Clause 3.1 of Part A of the RFP states that an artist may be hired by the City separately to design public art for the site. However public art is listed in numerous places in the RFP as a part of the scope of the work. Is the process of locating or designing public art elements included in the scope? |
A1 |
Yes. Public art may be incorporated in the infrastructure or the style of sidewalk, benches, tree grates and other utility covers. |
Q2 |
Does the scope of work include design / specifications relating to the reconfiguration / redesign of traffic signals that are located in the sidewalk realm? |
A2 |
No, traffic signal design/configuration will be the City's responsability. |
Q3 |
Do you also require proof of insurance from sub-consultants in addition to the prime consultant? |
A3 |
Evidence of existing insurance is required from the proponent only for purposes of this RFP. Sub-consultant insurance requirements can be referenced in the sample Form of Agreement, Section 21.0. |
Questions and Answers No. 5, issued March 28, 2007
Q1 |
Lighting will be coordinated with the City Street Lighting Branch but do we need an engineer to prepare electrical / lighting design drawings for the public realm areas? |
A1 |
No. The City's Electrical branch will prepare all electrical/lighting design drawings for pedestrian or decorative lighting within the public realm. |
