The Capital Plan is our financial plan to invest in the City’s systems, structures and facilities – things like water pipes and sidewalks, libraries and community centres, fire halls and affordable housing, parks and street trees, recycling trucks and computer technology.
Preparing the Capital Plan
The public was invited to provide comments on the draft version of the Capital Plan
earlier this year, then, in September, City Council approved the Capital Plan for 2012-2014
. A total of $702 million is proposed for investment in a wide variety of systems, structures and facilities across Vancouver’s neighbourhoods.
When City Council decides how much can be spent and what projects to include, it takes a balanced approach between maintaining or improving existing structures, systems and facilities, and building brand new ones to meet growing community needs. When considering all of these priorities, Council also strives to keep property tax increases to a minimum.
A portion of the capital plan is funded by borrowing money. Council approves the borrowing for basic utility assets such as water and sewer systems. Voters approve the borrowing for all other capital projects.
At the municipal election on Saturday, November 19, 2011, voters were asked to vote on whether the City can borrow $180 million
(about 25% of the $702 million Capital Plan) for the following projects:
- Community Facilities (such as libraries, recreation facilities, cultural facilities, affordable housing, social facilities and childcare centres) and Parks projects: $65.8 million
- Transportation projects: $66.3 million
- Public Safety (such as fire halls and police buildings) and Civic Facilities (such as information technology systems, civic offices and maintenance yards) projects: $47.7 million
Voters approved all three borrowing questions. City Council can proceed with borrowing the $180 million needed to complete those projects. View the election results.
