City of Vancouver employee benefits summary

benefitsThe City of Vancouver offers a comprehensive compensation program that includes much more than a salary or hourly wage. A wide variety of benefits and coverage is offered based upon your employee group (whether you are hired into one of our unionized groups or into a non-union position) and your employment status upon hire (e.g. full time, part-time, temporary etc). In general, benefits are available to regular full-time, regular part-time and long-term temporary full-time staff.

The City of Vancouver has collective agreements with many unions detailing a variety of benefits. To assist you in gaining a general understanding of the types of benefits available for most employees, a summary of information has been provided under the city's largest union groups (CUPE 15 and CUPE 1004) and also our 'Exempt' or non-union group.

Further detail referring to union positions, compensation and general terms and conditions of employment can be obtained by reviewing the city's collective agreements. The information provided below is provided as a guide only. Specific benefits coverage will be outlined in detail upon an offer of employment.

CUPE 15 Benefits Summary

Earned Days Off (EDO)

Employees eligible to participate in the city's EDO plan work an additional 30 minutes per day and earn an additional 18 days off per year.

Vacation

Employees begin with 15 days of vacation in the first year of employment, to a maximum of 30 days by year 24. Employees also receive 5 days of supplementary vacation in the 11th year and every 5 years thereafter.

Comprehensive Heath and Welfare Benefits include:

  • The Medical Services Plan (MSP) - insures medically required services provided by physicians and supplementary health care practitioners, laboratory services and diagnostic procedures in BC.
  • Extended Health Coverage (EHC) - provides an extra level of medical protection and security to you and your family over and above the coverage you would receive with MSP. EHC coverage includes items and services such as: prescription drugs, acupuncturist, chiropractor, naturopath, physiotherapist, massage practitioner, podiatrist, social worker, speech therapist, hearing aids, vision care and orthotics.
  • Our Dental Service Plan offers various types of coverage for basic dental services, prosthetics, crowns and bridges as well as orthodontics.
  • Life Insurance - The city provides basic and optional life insurance. The basic group life insurance policy pays the insured amount to your beneficiary or estate in the event of your death. The optional life plan offers a unique opportunity for you and your spouse to supplement existing group life insurance programs. It is a flexible program in which you select the amount of coverage.
  • A generous Sick Leave Plan
  • Gratuity Plan - To promote and maintain healthy employees, the city has an incentive program in place to recognize employees who have little or no sick time taken.

Vancouver Employee Savings Plan (VESP)

A specific percentage of an employee's earnings are deducted, the amount matched by the city and then the funds are deposited into a savings plan in the employee's name.

Pension Plan

Both the employee and the city contribute to the Municipal Pension Plan. The plan provides a monthly pension upon an employee's retirement based on a formula and certain guidelines.

RRSP

Employees are offered the convenience of contributing to an RRSP through payroll deductions.

Supplementary Employment Insurance Benefits

The SEIB plan is available to all birth mothers who are entitled to maternity leave and who are in receipt of EI benefits. The plan is also available to birth fathers in specific circumstances.

Employee Assistance Program (EAP)

Most of us, at some point in our lives, have difficulty solving a personal problem. The City of Vancouver offers support during these times by providing access to our Employee Assistance Program – a free and confidential service where full-time counsellors are available to assist you, your immediate family and retired employees.

  • Gratuity Plan - To promote and maintain healthy employees, the city has an incentive program in place to recognize employees that have little or no sick time taken.

The SEIB plan is available until the end of the temporary assignment to all birth mothers who are entitled to maternity leave and who are in receipt of EI benefits. The plan is also available to birth fathers in specific circumstances.

Please note:

  • In general, temporary employees hired for 1 year or more are able to participate in the City's full benefit program and employees hired for less than 1 year are paid in lieu of benefits; however, there is flexibility for temporary exempt employees to choose the option that suits their personal requirements.
  • In lieu of all benefits, including vacation, public holidays, sick leave and health & welfare benefits, temporary employees may opt to receive 12% of their regular earnings; after 1200 hours of work in two consecutive years, the amount paid in lieu increases to 16% of regular earnings. This option would still entitle employees to partake in the Earned Days Off program.
