About Us

Human Resource Services, in partnership with others, promotes and provides quality and innovative programs and services to enable all employees to maximize their participation and contribution in making Vancouver an outstanding city of communities.

The City's workforce is key in providing services to the people who live, work and visit Vancouver. Human Resource Services supports managers, supervisors and employees to effectively deliver public services. It does this by working with line managers, employee groups, unions and individuals. The department is client focused and oriented to providing assistance, guidance and advice to managers and employees in their decision-making.

What we do

  • Employee and Labour Relations: Labour negotiations; collective agreement administration and interpretation; grievance assistance and handling grievances at arbitration; assistance on individual employee issues; and administration of human resource policies and practices.
  • Employment: Provision of contemporary techniques for making selection decisions; collaborative development of candidate sourcing strategies; and provision of short-term temporary employees to meet departmental needs.
  • Innovation and Learning: Development, delivery and evaluation of learning opportunities, programs and systems; provision of consulting services for individual and organization development and effectiveness; development of outreach programs for employment equity representative hiring; development and implementation of City-wide corporate projects; human resource policy development and implementation; management of employee sustainable transit, and employee wellness programs.
  • Health and Safety: Development of City-wide programs to assist work areas in providing a safe workplace; liaison with the Workers' Compensation Board; development of health and safety policies and management of the Occupational Health program; assistance with inspections and accident investigations; and claims management consulting.
  • Disability Management: Provide assistance and support for employees returning to work following an occupational or non-occupational related illness or injury.
  • Human Resource Information Systems: Web based, mainframe, and PC applications to provide management information on a variety of employee, position and attendance issues as well as collective bargaining data;
  • Compensation and Benefits: Development of compensation policies and practices; provision of job evaluation services; pension and benefit administration and claims management.
