Mayor and City Council announce senior leadership transition at City Hall

Mayor Gregor Robertson and City Council have voted to initiate a senior leadership transition at City Hall, with the conclusion of Dr. Penny Ballem’s service as City Manager for the City of Vancouver, and the beginning of a comprehensive global search process for a new city manager.

“Dr. Penny Ballem has been an exceptional city manager, driving transformative change across the organization over the past seven years and demonstrating outstanding commitment to the City of Vancouver and all of its residents,” said Mayor Gregor Robertson. “As we look toward making continued progress on Vancouver’s most significant priorities, Council has decided that our city’s toughest challenges will benefit from a new approach and a fresh perspective.”

An international search process will soon commence to select a new city manager. In the interim, Sadhu Johnston will serve as acting city manager. In his six years as deputy city manager, Sadhu has been instrumental to Vancouver’s Greenest City progress and our innovative economy, building on his wealth of prior senior administrative experience in Chicago, where he also served as chief environmental officer.
