Request for proposals now open for the new Howe Street artist studios

The City of Vancouver is looking for a non-profit arts and culture organization or partnership to operate and lease a new 10,872 square foot artist production studio facility for nominal rent. 

Located in downtown Vancouver at 1265 Howe Street, the purpose of the space is to provide affordable, shared artist production space for 20 or more Vancouver-based artists.

Key dates

  • Intent to Submit Form deadline: May 31, 2017
  • Proposal submission deadline: extended to July 12, 2017
  • Occupancy of premises: Spring 2018 (subject to change)


Eligible applicants are established non-profit arts and culture organizations based in Vancouver.

The City's intention is to provide a long-term lease for the premises for nominal rent. The operator will be responsible for the day-to-day operations and subleasing of the studios on a cost-recovery basis to individual artists.

Organizations that are not based in Vancouver or whose primary purpose or activity is the provision of health care, educational, sport, recreational, or religious programs and services are not eligible.

Submission requirements

Step 1: Intent to submit form

Organizations applying for consideration to lease this cultural space must complete the online form by May 31, 2017. 

The submission form is now closed.

Step 2: Site tour and information meeting

Cultural Services will contact potential proponents with instructions on how to register and attend the site tour and information meeting.

Proponents will be able to ask questions about the RFP in a group forum.

Step 3: Proposal submission

Eligible proponents, who have completed the Intent to Submit Form, if meeting the eligibility requirements, will be provided a link to the Online Proposal Form.

To be considered by the City, the Online Proposal Form must be completed and submitted by the relevant proponent on or before 4:00pm on July 12, 2017 (the “closing time”).

Amendments to the Online Proposal Form may be submitted via the same methods, at any time prior to the closing time.

Proposals are revocable and may be withdrawn at any time before or after the closing time.

Proposals that are submitted after the closing time or that otherwise do not comply in full with the terms hereof may or may not be considered by the City.
