Executive Biographies
Gregory J. Fitch, Q.C. - Greg is the Pacific Region Chair of the National Joint Committee (NJC). He was called to the bar in Ontario in 1987 and to the bar of British Columbia in 1994. He is the Director of Criminal Appeals and Special Prosecutions in the Criminal Justice Branch, Ministry of Attorney General. Greg is also on the Faculty of the Federation of Law Societies' National Criminal Law Programme. He has published several major articles on various aspects of the law, and recently contributed a chapter to a textbook created to assist the Chinese government in learning about Canadian approaches to justice issues. Greg was honoured with a Queen's Counsel appointment in 2005.
Doug LePard - Doug is the Pacific Region Vice Chair of the NJC. He has been a member of the Vancouver Police Department since 1981 and is currently the Deputy Chief Constable commanding the Investigation Division. He has worked at several ranks in a variety of investigative roles as well as operational and administrative assignments. He holds a Bachelor's degree in Criminology from Simon Fraser University as well as certificates from Queens University, the Banff School of Management, the Canadian Police College, and the Justice Institute of B.C. He has been honored with numerous commendations, including a Lieutenant Governor's award for bravery.
Evelyn Blair - Evelyn is the Regional Manager, Community Relations and Training for the National Parole Board Pacific Region. She has been employed in the federal government since 1975 and has held numerous positions in the criminal justice system, including RCMP Special Constable, Military Police Officer, Regional Administrator Aboriginal Issues, BC Board of Parole Policy Analyst and senior management positions at the NPB. Evelyn was awarded the Commemorative Medal for the 125 th Anniversary of the Confederation of Canada for her work with victims and the community,
Steve Howell - Steve Howell has enjoyed a twenty-eight year career in corrections and youth justice, and is currently the Deputy Provincial Director of Community Corrections in the B.C. Ministry of Public Safety and Solicitor General. He has worked as probation officer, Justice Institute instructor, policy analyst, and as a manager in adult and youth custody, most recently as the Director of the Victoria Youth Custody Centre. Steve holds a Bachelors degree in Philosophy and Political Science from the University of Victoria, and a Masters degree in Criminology from Cambridge University .
Teal Maedel - Teal is the immediate past chair of the Pacific Region National Joint Committee. Since 1985 Teal has held a variety of positions with the Correctional Service of Canada (CSC). Currently, she is a psychologist with the Vancouver Parole Office where she is facilitating the Community Violent Offender Relapse Prevention Program and she is the Critical Incident Stress Management (CISM) team leader. Teal is also the CSC - community representative on the High Risk Recognizance Advisory Program (HRRAP).
Ben Andersen - Ben is currently the Chief Constable of the Oak Bay Police Department. Ben commenced his policing career with the RCMP in 1968 and retired as Inspector in the summer of 1995 when he assumed the position of Chief Constable in Oak Bay. He is a graduate of the Canadian Police College Executive Development Program as well as numerous other courses. He has a varied policing background and currently co-chairs the Canadian Association of Chiefs of Police (CACP) Crime Prevention Committee and also represents the CACP on the Pacific Region NJC. He has worked on numerous committees dealing with public safety issues, and is a past director of the BC Association of Chiefs of Police.
Dave Keating - Dave Keating joined the Correctional Service of Canada in June 1981 as a Living Unit Officer. He holds a Bachelor's Degree in Psychology from Dalhousie University and Master's Degree in Criminology from the University of Toronto. Since starting in CSC Dave has worked as a Parole Officer in both the Atlantic and Pacific Regions, has worked as a project manager at CSC Regional Headquarters and has held management positions in both institutional and community corrections. Dave is currently Area Director for CSC Vancouver Island Community Corrections and has been the Pacific Region representative on the national Long Term Supervision Order Committee for the past 6 years.
Staff Sergeant Matt Logan - Matt Logan is has been a member of the Royal Canadian Mounted Police since 1981 and holds a PhD in Psychology. Matt worked as a Psychologist with Correctional Services Canada (CSC) from May, 1999 to November, 2001 where he did psychological risk assessments and worked in therapy with predatory sex offenders. As a psychologist in RCMP Major Crime, he is involved as a consultant to Serious Crime Sections, the Undercover Unit, the Interview Team, and the Crisis Negotiation Teams. Dr. Logan provides Psychological Risk and Threat Assessments on suspects in serious crime investigations and gives expert evidence in Court on violent and deviant sexual behaviour.
Ian Mackenzie - Ian joined the Vancouver Police Department in 1975, and held assignments at various ranks including Patrol, Detective Office, Training Academy, and Planning & Research. He represented the municipal police departments during the Oppal Commission of Inquiry into Policing in BC. In 1993, Ian joined the (then) Matsqui Police Department as its Deputy Chief. In 2001, Ian was appointed the Chief Constable of the Abbotsford Police Department. He has a law degree from the University of British Columbia and is also a graduate of the FBI National Academy. Ian teaches sessional courses in criminal law and procedure at the University College of the Fraser Valley.
Peter German - Chief Superintendent German has worked on uniform and plainclothes duties, across Canada. He was assigned to Commercial Crime Sections at Vancouver and Ottawa, where he was a Detective Inspector charged with major fraud and corruption investigations. Between 2002 and 2005, he was the RCMP's Director General of Financial Crime, responsible for the Force's commercial crime, market enforcement and money laundering programs. In September 2005, he assumed his current duties as Operations Officer for the RCMP's Lower Mainland District of British Columbia. Chief Superintendent German is a lawyer and a member of the Ontario and British Columbia bars. He previously practiced law privately, including as a Crown prosecutor and criminal defence counsel. He holds graduate degrees in law and political science and is the author of Proceeds of Crime, a legal text devoted entirely to proceeds of crime and money laundering. He is a frequent lecturer in Canada and abroad and has served as a Canadian delegate to various international forums.
