Criminal Intelligence Section

The Criminal Intelligence Section is an integral part of the Vancouver Police Department, providing direct assistance to the operational objectives of the department and providing assistance to outside agencies.

The Section consists of the Investigation Unit, Vancouver Integrated National Security Enforcement Team (INSET), the Human Source Handling Unit (HSHU), and Crime Stoppers.

The Criminal Intelligence Section is accountable to the Deputy Chief Constable, Operations Support Division.

Investigation Unit

There is one sergeant, nine detective / constables, one special constable / analyst and a civilian data file coordinator working in the Investigation Unit. They provide direct assistance in the operational and investigative objectives of the Vancouver Police Department and other law enforcement agencies, relevant to individuals and groups involved in organized criminal activity. This is achieved by collecting, collating, analyzing and disseminating the intelligence from various sources of criminal activity.

The investigators maintain an intelligence file on distinct organized crime groups, while also working as a Probe Team. They identify criminal groups and crime trends within Vancouver and provide intelligence products in the form of officer safety bulletins, target packages, strategic and tactical threat assessments, crime group profiles, and reports and presentations regarding emerging trends and threats.

The investigators handle human sources and can assist other sections with source handling. Crime groups working within Vancouver are often connected to groups across Canada and around the world. The Investigation Unit works with other intelligence sections, sharing and maintaining information on these large groups.

Vancouver Integrated National Security Enforcement Team (INSET)

Vancouver INSET (formerly the Counter Terrorism Unit - CTU) is comprised of an investigative team aided by intelligence and analytical support. They are responsible for developing intelligence and conducting investigations relative to the security of the City of Vancouver.

The team works closely with other national partners toward the common goal of preventing, detecting and disrupting potential terrorist threats.

Human Source Handling Unit (HSHU)

The mandate of the Human Source Handling Unit (HSHU) is to foster and develop the best source handling practices within Canadian policing. This is accomplished by demonstrating leadership and guidance, and by creating a training and awareness program that ensures all members of the VPD are kept apprised of legal and administrative changes that impact their work practices.

The unit also manages the disbursement of funds to sources and the oversight and review of source handling practices in general. The coding of confidential informants and the maintenance and safeguarding of informant records is the exclusive responsibility of the HSHU.

Crime Stoppers

Greater Vancouver Crime Stoppers is a non-profit community-based crime solving program working in conjunction with the police, the media and the public to help make our community a safer place in which to live.
