Demonstration Guidelines – Consulate Buildings in Vancouver

As a result of the September 11, 2001 terrorist attack on the United States increased levels of security are currently in place at the United States Consulate in Vancouver.

Portal Park , located on the north side of the 1000 Block West Hastings, has been designated as a suitable protest area. The park is immediately across the street from the United States Consulate. A plaza on the east side of the Consulate building is private property, not associated with the Consulate.

Protestors will not be allowed to occupy the sidewalks immediately adjacent to the Consulate building, nor will they be allowed to interfere with vehicular traffic on the perimeter streets.

This policy will be in effect for all Consulate locations within the City of Vancouver.

While we are committed to providing an environment conducive to lawful democratic protest, the Vancouver Police Department will not accommodate persons who intend to engage in criminal activities. This would include occupation of businesses for the purpose of disruption or occupation of major arterial roadways.

Enforcement action may be directed to all Criminal Code, Motor Vehicle Act, and City Bylaw offences. The intention of the Department is not to unnecessarily hinder the movements of any law-abiding person, but rather to create an atmosphere of secure accessibility.
